Fuels around the perimeter of a planned burn were burned in preparation for the planned burn later. The practice called "black-lining" is common in the range country to isolate blocks to be burned in the future. After burning out the lines and believing them to be completely extinguished, park personnel left the site on at about 3:00pm. The fire came to life, was reported by park maintenance personnel and was contained by about 4:00pm. The fire was declared out at 7:00pm after burning approximately 21 acres of private range land. Park personnel made a personal visit to the residence of the landowner whose land was burned. The matter seems to be resolved after a discussion with the son of the landowner. Because of the nature and location of the vegetation burned, the net value change on the landowner's resource is judged to be small. The personnel in charge of the treatment operation and the subsequent suppression are fully qualified and certified for both the prescribed fire and wildfire activities involved in the incident.
