Investigation revealed that the woman, who was an illegal alien, had been sexually assaulted by an unknown assailant on the grounds of the park. The Border Patrol and El Paso Police Department responded and took charge of the case. The woman v/as taken to a city hospital for examination. No further information is available. The suspect, a sixteen-year-old male with a prior history of rape, was arrested for rape and sexual battery. He was a member of the group, and made a total confession to park ranger investigators on the 24th, when the incident was reported. The suspect was arrested by Riverside Sheriff's Office and is in the county juvenile center. A USPP bomb dog was brought in, and had a positive reaction to the suitcase. The Washington Metro PD bomb unit responded; Park Police and MPD closed Pennsylvania Avenue between 15th and 17th streets and rerouted pedestrian traffic. The suitcase did not contain explosives, but chemicals of an unknown type were found within. Those chemicals are now being analyzed. Investigators are also trying to determine who owns the suitcase and who left it in the park. The area was declared safe at 3:35 pm and reopened to traffic.
