Day/date: June 21, 1988 RANGER ACTIVITIES DIVISION FIELD INCIDENT REPORT Incident type: Kidnapping/Auto Larceny Log number: 88-110 Date/time of incident: 5/27, 11:30 pm Date/time received: 6/21, 10 am Park: Blue Ridge Location: 3 Miles South of Rockfish Gap Reported by: Bruce Bytnar, District Ranger, Blue Ridge Received by: Bill Halainen, RAD, WASO Summary: A park visitor was driving on the parkway just south of the Rockfish Gap entrance, when another vehicle approached him from the rear, and rammed him three times. The ramming vehicle then swerved to the left across oncoming traffic and went off the road down a steep bank. The operator of the wrecked vehicle then ran into the woods away from the parkway. A second visitor stopped to offer assistance. He left his vehicle with the engine running; his girl friend J.S. remained in the vehicle. The operator of the wrecked vehicle then came out of the woods, entered the J.S. vehicle and drove away at a high rate of speed. J.S. attempted to pull the keys from the ignition and screamed for help. Her abductor pushed her back into her seat and told her to shut up or he would kill her. J.S. was transported about 4 miles to Virginia Route 250 near Waynesboro, VA, where her abductor stopped the vehicle and told her to get out. J.S. proceeded to a pay phone and called the Waynesboro Police Department. R.W.F. was arrested on June 1st following an extensive investigation by NPS staff with assistance from the Virginia State Police and the Augusta County Sheriff's Office. Federal grand jury indictments have been filed against R.W.F. for abduction, and larceny of a motor vehicle. Numerous misdemeanor charges are also pending. Mint Springs, VA 24 RANGER ACTIVITIES DIVISION FIELD INCIDENT REPORT Incident type: Bear Mauling Log number: 88-111 Date/time of incident: 6/21, 8 am Date/time received: 6/21, 10 am Park: Shenandoah Location: Not specified Reported by: Kathy Jope, RAD, MARO Received by: Bill Halainen, RAD, WASO Summary: Early on the morning of the 21st, a bear researcher from VPI checked a snare he had set in the park and found a 150-pound black bear in it. He prepared a jab-stick to immobilize the bear, and, employing a standard procedure, used a tree as cover while jabbing the bear. As he was backing off to a safe distance, the bear charged him, pulled the snare's cable free from its mooring and jumped on the researcher's back. The researcher was scratched by the bear's claws and bitten once on the back. As he fell to the ground, the bear tumbled off and ran away. The researcher, whose injuries do not appear to be serious, was transported to a hospital in Luray. No action against the bear is planned since its response was a normal one and since it did not continue the attack. There was only minor damage to the two vehicles, but R.B. was found passed out at the wheel of his car. He was arrested for driving under the influence (DUI), and an unspecified quantity of the drug PCP was confiscated from his vehicle. The park will be prosecuting him on DOT charges; Worcester County will prosecute R.B. for possession of drugs with intent to distribute. RANGER ACTIVITIES DIVISION FIELD INCIDENT REPORT Incident type: Drowning Log number: 88-113 Date/time of incident: 6/20, 4 pm Date/time received: 6/21, noon Park: Coulee Dam Location: Porcupine Bay Reported by: Mark Forbes, RAD, PNRO Received by: Bill Halainen, RAD, WASO Summary: P.P., age 13, was swimming in the Porcupine Bay area with six other boys and two adult supervisors from the Cannon Hill Home for boys in Spokane, Washington, Although he was reportedly a swimmer, he just "slipped away" while in the water. P.P. had a history of seizures, but had not had one in two years. He was found within an hour, but efforts to revive him were unsuccessful.
