INCIDENTS

88-287 - Olympic - Follow-up on Oil Spill

Officials estimate that about 230,000 gallons of bunker oil spilled into the
ocean following the December 22nd collision of a tug and the barge it was
towing. The oil has come ashore as far south as Newport, Oregon, but the
worst damage has been to wilderness beaches in Olympic and to the west coast
of Vancouver Island, including parts of Canada's Pacific Rim National Park.
About 5,000 birds are known to have died along the Washington coast, the
most from any oil spill in state history. Bird cleaning operations will
continue for at least two more weeks. (Associated Press).

89-4 - Natchez Trace - Assist to Agency

On January 6th, park rangers were instrumental in the capture and arrest of
a married couple charged with the shooting death of the chief of police of
Verona, Mississippi, which is near the parkway. (Southeast Regional
Office).

OFFICE NOTES

1) A new ceiling of approximately $7.5 million has been established for
FIREPRO in FY 1989, including increased amounts for hazard fuel reduction,
prescribed fire monitoring, equipment and personnel costs. The Branch of
Fire Management is currently preparing documents to transmit new
authorization levels to the regions. These should be out within the next
two weeks. (Walt Dabney, RAD).

TRANSMITTALS

Memorandum: "NPS Mandatory Seatbelt Regulation - Reply Due: February 21,
1989", signed on January 12th by the Acting Associate Director, Operations,
and sent to all regional directors yesterday. Transmits a copy of the
proposed seatbelt regulation published recently in the Federal Register and
requests comments before February 21st.

Subject: Killing of Forest Service Officer

We have just been advised that Brent Jacobsen, the assistant fire
management officer for Idaho Panhandle NF, was killed at 5:30 pm
yesterday while tracking two armed robbers- Jacobsen, who was a
commissioned officer and a graduate of FLETC, had been asked to
employ his tracking skills to locate two men who'd committed an
armed robbery in Sand Point, Idaho. While approaching the
location where the two were hiding out, Jacobsen was killed by a
blast from a 12-gauge shotgun. The two men were subsequently
arrested.

No further information is currently available. A full report
will be transmitted as soon as possible.
