INCIDENTS

89-7 - Delaware Water Gap - Visitor Fatality

On the morning of January 12th, D.L. and his wife were driving on
Route 209 in the park when he hit an icy stretch of road and slid into a
power pole. D.L. was extricated from his car and transported to Pocono
Hospital, where he was pronounced dead at 2 p.m. His wife was admitted into
the same hospital with multiple fractures. (Ginny Paci, MARO).

OFFICE NOTES

1) A memo was circulated in December to regional directors announcing a two-
week-long position management instructors training session which will be
held in Harpers Ferry in late January or early February. WASO and the
regional offices will be sponsoring position management training programs in
the regions over the coming year. Participants at the session will be
developing the final curriculum for a two-day position management course,
learning fundamentals of training and preparing required lesson plans. They
will then be conducting training sessions within their regions. Nominees
are being sought "who have a thorough understanding of service programs and
who have had success in a training/instructional environment." Nominees
should also have a variety of work and supervisory experiences. If you're
interested in participating, contact your regional personnel office. We
need instructors who are truly dedicated to ensuring that this skill will be
imparted to supervisory personnel throughout the service. (Walt Dabney,

2) We continue to meet with Departmental representatives on the
implementation of the National Incident-Based Reporting System (NIBRS),
which is mandated by legislation passed in 1988. The current plan is to
take a day-long trip to Wilmington, Delaware, at the end of January to look
at that state's automated reporting system, which the FBI says is a good
model for other systems. After that trip, we will probably put together a
work group to develop a DOI criminal incident form, which will then be used
as the basis for the reporting system. We still intend to bring in one or
two people from the field to participate in this effort. (Andy Ringgold,

TRANSMITTALS

The December EXCHANGE was mailed to the field yesterday. Although it was
completed before the holidays, it was not mailed until now because of
printing delays.

The BIA's Klamath Falls training facility will be offering several marijuana
and narcotics eradication courses during the coming year. A proposed
schedule of classes will be mailed to all regional law enforcement
specialists today.
