INCIDENTS
89-12 - C&O Canal - Attempted Rescue
On the afternoon of the 19th, S.L., a park visitor, found H.H.,
68, of McLean, Virginia, floating face down in the canal south of
Chain Bridge. S.L. jumped into the canal, pulled H.H. up onto the
towpath, and began administering CPR along with two Park Police officers.
H.H. was transported to a hospital, where she was admitted to the intensive
care unit. She died later that day. (Ranger Activities, NCR).
89-13 - Biscayne - Boat Fire Leading to Two Visitor Fatalities
Between midnight and 1 a.m. on the 25th, a 37-foot sloop caught fire a mile
east of Old Rhodes Key. The two men in the forward cabin were able to
escape through a hatch, but the two women in the aft cabin - K.R.,
40, and L.S., 40 - were trapped by the fire and killed. The fire
completely consumed the cabin. The two men - owner H.S., 57, and
J.D., 52 - were not seriously injured and rowed their dinghy two
miles to reach help. The Coast Guard arrived at the scene at 4:30 a.m., and
were later joined by the Florida Marine Patrol and NPS rangers. All four
people were employed by United Airlines. A burning alcohol stove is thought

1) Note: There was no morning report on Thursday due to my absence from the

2) We anticipate that we may have to put together material on very short
notice to answer questions raised yesterday at the hearings for Secretary
Designate Lujan. We will contact regional RAD offices telephonically if and
