INCIDENTS

88-200 - Yellowstone - Follow-up on Assault

On the morning of August 16, 1988, a 20-year-old Job Corps member from Salt
Lake City was sexually assaulted by a Utah State Prison inmate while both
were in a fire camp for the North Fork Fire. The assailant, R.L.,
33, of Layton, Utah, pleaded guilty to a charge of felony sexual abuse on
January 27th. The victim has since filed a federal suit against R.L. and
Utah corrections officials seeking unspecified damages, lost wages and
medical and court costs. The suit charges that Utah officials were
negligent for placing Lopez on the fire crew and for failing to properly
guard him. (Denver Post, 2/9/89).

89-20 - Great Onyx Job Corps Center - Follow-up on Assault

The arrest in the sexual assault at the Job Corps Center reported yesterday
came following an intensive investigation by park rangers. The suspect
appeared before a U.S. magistrate in Bowling Green on the 15th and is being
detained without bond. The investigation is continuing. (Phil Veluzat, CR,

89-21 - Gulf Islands - Search/Drowning

At 6 p.m. on February 13th, three young men were declared missing by
authorities in Pensacola Beach, Florida. At 6:30 a.m. on the following
morning, a park maintenance man found R.H., 11, wandering along the
road near Naval Live Oaks visitor center. The boy said that he and two
friends had left Pensacola Beach in a canoe with the objective of crossing
Santa Rosa Sound, and capsized on the way. A search was begun by park
rangers, and the body of T.L.A., age 9 or 10, was soon found
near Naval Live Oaks. Another boy, J.M., age 8, was missing,
and had not yet been found at the time of the report (4 p.m. on the 14th).
Park rangers, local authorities and the Florida Marine Patrol are still
searching for the missing boy. (Skip Prang, DR, GUTS, via SERO).

OFFICE NOTES

1) Mike Healy and Andy Ringgold will be meeting with representatives from
the Department regarding DOI's monthly drug reporting requirement. The
Department has been discussing the development of a new form, but we will be
seeking alternative solutions. (Andy Ringgold, RAD, WASO).
