INCIDENTS

89-126 - Yellowstone - Destruction of Government Facility

Some time during the night of June 10th or the early morning hours of June
11th, 38-year-old M.J.W. of Sumpter, Oregon, broke into the
new water treatment plant at Old Faithful and began smashing gauges, lights,
instruments and other equipment with a hammer. When the plant operator
arrived around 8:15 a.m. on the 11th, he saw broken window glass and heard
more glass breaking within the building. He summoned park rangers, who
arrived and arrested M.J.W.. The park has since determined that about
$25,000 in damage was done to the plant, but M.J.W. has so far refused to
say anything about his motives. Since the possibility existed that M.J.W.
might have put some substance in the water, the park put up signs
discouraging visitors from drinking water in the Old Faithful area. Water
samples were taken and sent to labs in Bozeman and Denver. Investigating
rangers found that M.J.W. drove to the area in a vehicle, but that he had
gone into Gardner and given it away, then hitchhiked into the park; when the
vehicle was eventually located, rangers found that it had been totally
destroyed, presumably by M.J.W.. M.J.W. was to appear before the
magistrate at Mammoth on Monday morning. (Gary Brown, ACR, YELL, via

89-127 - Yellowstone - Search in Progress

Just before 2 p.m. on the afternoon of the 11th, TW Services employee K.K.,
22, told friends that she was going to take a one or two-hour walk
on a trail leading out of the Old Faithful area and that she'd be back in
time for dinner at 5 p.m. K.K. failed to return, however, and rangers
were notified that she was missing on the morning of the 12th. A search of

89-128 - Gulf Islands - Drowning

On the afternoon of the 10th, J.M., 55, of Baton Rouge, Louisiana, was
swimming off Santa Rosa Island when he was pulled underwater in heavy surf.
Although he was recovered within five minutes, efforts to revive him proved
unsuccessful. Just before the incident, life guards had been warning
visitors - including J.M. - of hazardous surf conditions. (Carl

89-129 - Apostle Island - Oil Spill

An as yet undetermined quantity of oil washed ashore on at least two of the
Apostle Islands over the past weekend. Numerous patches of old oil in the
tarball state were discovered on the morning of the 11th over a quarter to
half-mile stretch of beach on the west side of Sand Island and a 250-yard
segment of a small cove on the northeast shore of Bear Island. Traces of
the oil have also been discovered on the north shore of York Island. The
exact extent and origin of the spill have not yet been determined. The
park, Coast Guard, and Wisconsin Department of Natural Resources are
investigating. Preliminary investigation suggests no immediate threat to

* Bear Fire - Carlsbad Caverns (New Mexico) - 600 acres:

* Malpais Fire - El Malpais (New Mexico) - 1,600 acres:

The fire has been contained.

b) OTHER AGENCY

* Spring Fire - Lincoln NF (New Mexico) - 235 acres:

Demobilization has begun due to heavy rains over the fire. Estimated
containment: 6/14.

2) FIRE ACTIVITY - 129 fires for 12,116 acres in last 24 hours.

3) ANALYSIS - Lightning activity over the west has decreased.
Demobilization is currently underway in the southwest as fires reach
containment. Moderate fire activity is reported in Florida.

4) PROGNOSIS - Holdover fires are expected to continue in the southwest.

SPECIAL ADVISORY

Information has been received that Charles Frank Jordan, III, currently
wanted by the US Customs Service's Office of Internal Affairs, may be
traveling in the Grand Teton - Yellowstone area or in South Carolina.
Jordan is currently operating a silver and black 1984 Ford Econoline van,
Wyoming tag number 22-5946, and may be towing a 28' silver Airstream
trailer, with possible Wyoming tag number 22-HT408; he is travelling with
his wife, Delores Ann Sisson, 35, and their one-year-old son, Matthew.
Jordan's last known address was in Estes Park, Colorado. Jordan is a
federal fugitive wanted for perjury and violation of several drug possession
and distribution laws. He is a former Customs patrol officer, and is versed
in the use of many types of firearms; he should be considered armed and
dangerous and should be approached with caution. FBI Number: 339012EA9.

OFFICE NOTES

1) There was no Ranger Activities morning report on June 13th due to the
author's absence from the office.

2) President Bush and Attorney General Thornburg will visit FLETC tomorrow.
The President will participate in a wreath-laying ceremony in memory of
federal law enforcement officers who have died in the line of duty. NPS
rangers and Park Police officers will be among the honor guard accompanying
the President. A short address to the assembled students, FLETC staff and
invited guests will follow the ceremony. The presumed topic of the talk
will be the proposed crime control legislation and federal law enforcement
efforts to curb drug importation and distribution. (Bill Supernaugh,
