INCIDENTS

89-273 - Everglades (Florida) - Follow-up on Structural Fire

The value of the three-bedroom, 14 foot by 60 foot furnished seasonal
trailer which was totally destroyed by fire on the 11th has been placed at
$19,700. (Telephone report from Steve Smith, RAD/SERO).

89-276 - Cape Cod (Massachusetts) - Felony Arrest

At 3:30 p.m. on the 12th, the park was notified by the Bristol County DA's
office that R.C.J., a fugitive wanted on a felony warrant for
trafficking in marijuana and a suspect in a major drug smuggling operation,
was believed to be residing within the park. Rangers determined that
R.C.J. was in fact living with a park employee, drove to the house and
began surveillance of the residence. They were soon joined by DEA agents
and local police officers. The warrant was executed and R.C.J. was
arrested without incident at 4:30 p.m. R.C.J. is believed to have been a
principal in a smuggling operation which brought significant amounts of
marijuana into the United States from the Caribbean aboard sailing vessels
between 1983 and 1986. He was friends with the park employee, who was not
involved in any illegal activities and had no knowledge of R.C.J.'s
criminal background. The DA's office has commended the park for the speed
and efficiency rangers displayed in identifying, locating and arresting
R.C.J. (Telephone report from Tony Bonano, CR, CACO).

89-277 - Delaware Water Gap (Pennsylvania/New Jersey) - Drowning

On September 11th, R.C., 19, of Warren, New Jersey, was reported as
missing by his family when he failed to return home by early evening. On
the following day, rangers found R.C.'s clothes on the shore at Milford
Beach on the Delaware River; his vehicle was parked nearby. The park dive
team began a search for him, and found his body in 20 feet of water off the
beach early in the afternoon. It appears that R.C. was wading in the water
when he slipped over the 20-foot drop-off and was unable to make it back to
shore because he was a poor swimmer. The area is signed with warnings of
the deep drop and notices that swimmers swim at their own risk because there
is no lifeguard on duty. (Barry Sullivan, Acting CR, DEWA, via CompuServe

4) ANALYSIS - Fire dangers remain very high to extreme in California
and portions of the Great Basin and Southwest.

5) PROGNOSIS - The potential for increased, activity continues to
grow as temperatures rise, humidities drop and winds gust. No
resource shortages are expected.

OFFICE NOTES

1) The following memoranda was sent on September 11th from the Personnel
Office, WASO, to all permanent WASO employees covered under CSRS. A similar
memo should be coming from your regional personnel office shortly:

"By memorandum of June 23, 1989, we informed you that the Office of
Personnel Management (OPM) had issued final regulations on the Civil Service
Retirement System (CSRS) retirement benefits for Law Enforcement Officers
and Firefighters, which established September 30, 1989, as the deadline for
employees to submit requests to OPM for consideration of past service to
support coverage.

"Recently, we were advised by OPM officials that the deadline of September
30, 1989, for submitting requests for consideration of past service will be
met if the employee submits a partial package or a written request stating
that he/she intends to submit documentation to support coverage under the
provisions of section 8336 (c). This request must be sent to the attention
of the Personnel Officer, WASO and received and stamped into the WASO
Personnel Office no later than close of business, September 30, 1989. (A
postmark of September 30 will not be acceptable). Please note, however,
that this is not an extension of the September 30 deadline, but a relaxation
of the current requirement in order to accomodate employees' attempts to
gather all pertinent information to complete their cases. Information
concerning internal National Park Service deadlines for submission will be
forthcoming."
