INCIDENTS

89-278 - Acadia (Maine) - Follow-up on 1987 Homicide

On October 11, 1987, D.L. reported to rangers that his wife, K.L.,
26, had fallen from the Otter Cliffs while the two of them had been
exploring the area separately. Responding rangers found her body on the
rocks 80 feet below the cliff. Subsequent investigation revealed that
D.L. had recently taken out a $400,000 life insurance policy on his wife,
and other evidence also pointed to the possibility that her death had not
been accidental. D.L. was arrested, charged with murdering his wife and
convicted of homicide this past May. On September 13th, D.L. was
sentenced to 50 years in prison, double the minimal sentence allowable by

3) FIRE ACTIVITY - 105 fires for 124 acres in last 24 hours.

4) ANALYSIS - Very high to extreme fire dangers continue to be reported
in California and portions of the Great Basin, Northwest and Southwest.
A RED FLAG WATCH has been issued for dry thunderstorms in southern
Oregon.

5) PROGNOSIS - The potential for increased, activity continues to rise
due to warm temperatures, low humidities, and the risk of human-caused
fires due to the opening of hunting season.

OFFICE NOTES

1) Yesterday's morning report carried an informational copy of a memo on 20-
year retirement which had been distributed to WASO employees. We've since
been provided with a copy of the original memo, which went out to all
regional personnel offices on the same subject on August 11th. The
instructions in it are more relevant to field areas, particularly concerning
offices to which requests for consideration must be submitted. We apologize
for any confusion yesterday's transmission may have caused:

"We have been advised by officials of the Retirement Section of the Office
of Personnel Management that the deadline of September 30, 1989, for
submitting requests for consideration of past service will be met if the
employee submits a written request stating that he/she intends to submit
documentation to support coverage under the provisions of section 8336(c).
This request must be received and stamped into the servicing personnel
office not later than midnight, September 30, 1989. A postmark of September
30 will not be acceptable. OPM advised that the stamped date must be
readable. OPM will issue a bulletin reflecting this change.

"All employees must be informed of this variation as soon as possible. This
is not en extension of the September 30 deadline, but a relaxation of the
current retirement in order to accommodate employees' attempts to gather
all pertinent information to complete their cases. We will inform you of
internal NPS deadlines for submitting supporting documentation.

"With regard to the September 1, 1989, reply due date for completing your
review of positions to determine whether they meet the 6(c) coverage
definitions, please notify the incumbent of any such position you so
identify. Although your finding will constitute only a reccmrnendation, it
would be beneficial to the employee to be aware of your preliminary
determination so that he/she can consider requesting coverage of any past
service before the September 30 deadline."
