INCIDENTS
90-9 - Sequoia - Kings Canyon (California) - Search for Missing Aircraft
At about 6 p.m. on the 13th, a Cessna 172 disappeared from radar and lost radio
contact with the FAA while flying over Sequoia. The plane was last reported to
have been south and west of Mt. Whitney and flying in very poor weather.
Continued low visibility and snow storms have hampered search efforts by the NPS
and the Civil Air Patrol. The search is now being conducted by numerous fixed
wing aircraft and helicopters from the Army National Guard, Lemoore Naval Air
Station and contractors. At the time of the report, the storm had deposited up
to four feet of snow on the search area. It is believed that only the pilot is

90-10 - Jefferson National Expansion (Missouri) - Arrest of Felon
On November 9th, a park ranger arrested a 27-year-old St. Louis man on a
misdemeanor warrant that had been issued by the St. Louis Police Department.
The man also matched the description of a subject wanted for a bank robbery that
had occurred just two blocks from the park; although that information was passed
on to the local police department, they failed to conduct any follow-up and the
man was released. On January 9th, another ranger observed a man acting in a
suspicious manner in the park. When other rangers arrived at the scene, they
were able to identify him as the man in question. A subsequent check revealed
that there was an outstanding warrant on him which had been issued by the FBI
for the November bank robbery. He was taken into custody without incident and

OFFICE NOTES
1) Correction: On the Friday morning report, Bill Frazier was inadvertently
listed as the LES for PNRO. Frazier is no longer a captain with USPP or a
regional LES; he is a ranger at Olympic and is serving as that park's LES.
2) Ranger Activities has been contacted by an individual who is interested in
donating four registered Morgan geldings (5-7 years old, 15 to 16 hands) to an
NPS area. According to the owner, the horses have had all their shots, Coggin's
Tests, etc. A video of the horses is available. For additional information,

3) Thanks to Homestead, Upper Delaware, Great Falls, Mound City, Ozark, and
Yellowstone for responding to our request for park slides. We now have an
outstanding collection to select from. Our sincere appreciation to all those
who sent slides in to us.
4) Jon Anglin of C&O Canal will be in RAD for the next month. He will be
working on a variety of projects in support of the division.

March 11 - 14 - Columbus Quincentennial Conference, Santa Fe, NM. The principal
goal of the conference is to bring together in one place and at one time

planning special programs for or about 1992.
* March 12 - 16 - Second National Park Service Women's Conference, St. Louis,
MO. The conference will focus on the challenges NPS women are facing as they

March 12 - 16 - Concessions Evaluation and Pricing, training course, Yosemite
NP, CA. This 40-hour course is designed for NPS employees with concessions
responsibilities. Participants will complete rate studies of various concession
services and conduct actual on-site concession evaluations in accordance with
policy and current administrative procedures. The filing deadline is January
31st. Class size will be 20 people. For further information, contact your

March 12 - April 3 - Park medic training program, Samaritan Health Services,
Phoenix, Arizona. The 120-hour course is designed to prepare basic EMT's to
provide advanced pre-hospital care as a park medic. Those who complete the
course are eligible to take the national registry certificate examination for

March 16 - 21 - North American Wildlife and Natural Resources Conference,

* March 18 - 23 - Managing Volcanic Areas, workshop, Lassen Volcanic NP, CA.
Open to park managers, planners, regional and WASO staffers. The course will
focus on management of parks with both geothermal and volcanic features. Costs

March 19 - 23 - Fire Management for Managers, Boise, ID. Training course on all
aspects of wildland fire from superintendents' perspective. 36 hours. Contact
