INCIDENTS
90-40 - Lafayette Park (District of Columbia) - Assault on Officer
At about 7:40 p.m. on the 22nd, officer Katherine Heller, a two-year veteran
of the Park Police, received a report of an assault which had just occurred
in Lafayette Park. A description of the assailant was broadcast. Officer
Scott Dahl, also a two-year veteran of the Park Police, was nearby and soon
encountered a person meeting that description. Dahl approached the man, and
a struggle ensued. During that struggle, the assailant managed to gain
control of Dahl's weapon. Heller, who was coming to Dahl's aid, saw the
assailant brandishing the weapon and ordered him to drop it. When he
refused to do so. Heller shot and fatally wounded him. The assailant was
transported to George Washington Hospital, where he was pronounced dead
shortly after arrival. Both Heller and Dahl were taken to Washington
Hospital Center, treated for minor injuries and released. The incident is
currently under investigation by the USPP homicide branch; no further

90-41 - Joshua Tree (California) - Rescue
At about 3 p.m. on the 21st, J.S., 22, of Yosemite,
California, fell 40 to 50 feet while free solo climbing in Bighorn Mating
Grotto, a remote and rugged area of the park. A companion reported the
incident to park rangers within the hour. Due to the injuries sustained by
J.S. and the remote nature of the area, the park requested and
received assistance from the U.S. Marine Corps' El Toro Air Rescue Unit.
Ranger ground crews, assisted by rescue helicopters, hoisted the victim on a
250 foot cable system and transferred him to another craft equipped with
paramedics and advance life support capabilities. J.S. was flown
to Desert Hospital in Palm Springs, where he is listed in good condition
with multiple abrasions, contusions and an acute neck strain. (Paul Henry,

90-42 - C & O Canal (Maryland) - Fatality
On the morning of the 23rd, a Ford pickup was found under 18 feet of water
in the Potomac River about 60 feet from the Four Locks Boat Ramp. An as yet
unidentified adult male about 55 years old was discovered inside the cab.
Park rangers and units from the Washington County Sheriff's Department,
Department of Natural Resources and Maryland State Police responded. It is
not yet known whether the incident was an accident or a suicide.

Old time Yosemite ranger Herb Ewing died of lung cancer on February 12th.

February 22nd morning report contains all laws in effect as of January 1,

week. Copies were also sent to the 24 busiest EMS areas. Replies are due

possible involved with planning specials programs for the 1992 event.

to serve as on-scene commanders in the event of structural fires.

March 12 - 16 - Concessions Evaluation and Pricing, training course,
Yosemite NP, CA. This 40-hour course is designed for NPS employees with
concessions responsibilities. Participants will complete rate studies of
various concession services and conduct actual on-site concession
evaluations in accordance with policy and current administrative procedures.
The filing deadline is January 31st. Class size will be 20 people. For

March 12 - April 3 - Park medic training program, Samaritan Health Services,
Phoenix, Arizona. The 120-hour course is designed to prepare basic EMT's to
provide advanced pre-hospital care as a park medic. Those who complete the
course are eligible to take the national registry certificate examination
