INCIDENTS

90-66 - Baltimore-Washington Parkway (Maryland) - Search for Escapees

On the afternoon of the 17th, the Park Police were notified that ten inmates had
escaped from the maximum security area of Cedar Knoll Detention Center. Numerous
Park Police officers responded, as did Eagle Two and K-9 Two; they were joined
by local officers, state police and Cedar Knoll security personnel. Four of the
escapees were apprehended at the intersection of Route 175 and the parkway;
another four were caught shortly thereafter. As of 10 p.m., two escapees were
still at large, including one with four murder charges against him. (CompuServe
message from Capt. Dave Blackburn, RAD/NCRO, 1:30 p.m. EDT, 4/18/90).

90-67 - Fort Jefferson (Florida) - Attempted Homicide

On the evening of the 17th, the captain and one of the crewmen of the 73' shrimp
trawler Raven got into a fight while the ship was in Tortugas Harbor. The
captain, D.F., 45, pulled a 12 gauge flare pistol on the crewman,
M.R., 27, and threatened to shoot him on at least two occasions. The
quarrel terminated when D.F. aimed the flare pistol at M.R. and fired it.
Although the flare barely missed M.R., he nonetheless suffered both burns and
lacerations to his face. M.R. was taken to shore by a passing boater and was
then air-evacuated to Key West for medical treatment. D.F. sailed the Raven
out of the harbor and has since evaded apprehension. Rangers are working with
the FBI and U.S. Attorney's office in the investigation. All Florida law
enforcement agencies have been notified and are attempting to locate D.F.,
who is being charged with attempted homicide. The search for D.F. will be
expanded if he is not immediately located. (Mark Lewis, LES, EVER, via telefaxed
reports to RAD/SER0 and RAD/WAS0, 2 p.m. EDT, 4/18/90).
