INCIDENTS
90-61 - Joshua Tree (California) - Follow-up on Injury to Park Ranger
Last weekend, doctors performed a tracheotomy on ranger G.A. in
order to improve his labored breathing, and it now appears that, they have
his pneumonia under control. G.A. was up in a special wheelchair for a
short time and physical therapists are optimistic because he is regaining
control of his hands and arms. (Paul Henry, CR, JOTR, via SEAdog message

90-68 - Mammoth Cave (Kentucky) - Arrest of Employee
On the morning of the 19th, Kentucky state police officers arrested Mrs.
L.S., a secretary at Mammoth Cave, at park headquarters on a warrant
charging her with possession of more than eight ounces of marijuana with
intent to sell - a Class D felony. The warrant was in connection with an
incident which occurred outside the park. (Phil Veluzat, MACA, via

OFFICE NOTES
1) Flags which were lowered to half staff for Sen. Matsunaga are to be
returned to full staff today. Several questions have been raised regarding
the authority employed to determine where and when flags are to be lowered
to half staff. The authority is in Presidential Proclamation No. 3044
(3/1/54), as amended by Proclamation No. 3948 (12/12/69). Although the
proclamation provides that, in the case of senators, flags shall be flown at
half-staff in the District of Columbia on the day of death and day after and
in the Senator's state from the date of death to interment, the Department
has interpreted the general wording of the proclamation as being applicable
to all installations at which Interior has the responsibility for flying the
U.S. flag and that all areas should fly the flag at half-staff from day of
death to interment. The Department has also learned, however, that the
White House is following a separate protocol on this matter, and efforts are
now being made to resolve the differences between the two procedures. An
advance copy of the revised chapter of 310 DM 5 (dated April 3, 1990) which
deals with flags was sent to all regional chief rangers on March 19th, but
may be amended once the discrepancies are worked out between the sets of
