INCIDENTS

90-121 - Saint Croix (Wisconsin) - Drowning

Late on the afternoon of the 1st, 18-year-old R.M. of St. Croix
Falls drowned while swimming in the Dalles area of the St. Croix River.
R.M. was attempting to swim across the river when he experienced cramps.
He called for help and a companion swam to his aid, but was unable to keep
him above water. NPS units responded immediately and recovered the body
just before 6 p.m. with the help of local, state and county rescue units.
R.M.'s companions said that he'd eaten lunch just prior to entering the

90-122 - Pictured Rocks (Michigan) - MVA with Fatality

At 4:30 a.m. on June 3rd, a car driven by T.S., 25, of Eben
Junction, Michigan, left the roadway on a curve on Miners Castle Road and
struck a tree. The accident was discovered by a bicyclist at 6:30 a.m., and
emergency units arrived on scene 20 minutes later. T.S. and his
passenger, W.T., 29, of Mundelein, Illinois, were both
transported to a hospital, where T.S. was admitted in serious condition
and W.T. was pronounced DOA. (Ray Brende, CR, PIRO, via Capt. J.J.

Florida and Alaska.

OFFICE NOTES

1) Mario Fraire, Chief Personnel Officer in Washington has sent the
following memo out to all regional and park personnel offices regarding the
Administrative Careers with America (ACWA) exams:

"Questions are beginning to arise from temporary employees regarding the use
of ACWA registers by the National Park Service. Our initial discussions
with OEM indicate that the registers are to be used for entry level
positions GS-5/7 leading to Specialist target levels. It is very important
that employees understand this because the Service has very seldom used OEM
registers for entry level positions leading to GS-9 or 11 journeyman level
positions, such as Park Rangers. Getting on this certificate does not mean
more opportunities for permanent employment if the Service does not use the
ACWA registers.

"However, we expect that once the Intake Program becomes fully operational,
some use will be made to search for candidates from ACWA registers for a
variety of two-grade interval occupations with at least a GS-9 target level,
including all Park Ranger specializations. OPM has advised us that even
thought the Park Ranger series has been included in the Law Enforcement and
Investigation Occupation category, this register can be used for all the
specializations umbrellaed under the 025 series, including interpretation.

"We assume that OPM will continue to honor requests for certificates from
local registers to fill cne-grade interval occupations including low-graded
ranger positions. More information will be provided on this as soon as we
verify it with OPM. Please keep us informed with your experiences in
dealing with the local OPM Area Offices. Let me know if you have any
questions regarding ACWA that may need clarification from OPM."
