INCIDENTS

90-293 - Jefferson National Expansion (Missouri) - Assault on Ranger

At 3:30 a.m. on August 30th, ranger John Tesar was on foot patrol in the
parking garage when he saw a vehicle being driven erratically and going in
the wrong direction. After stopping the vehicle, he saw that the driver
appeared to be intoxicated and ordered her to shut off the engine. The
driver, G.K., 21, of Cahokia, Illinois, cursed at him and attempted
to leave. Tesar reached through the open window and turned the engine off,
at which time G.K. began striking him in the face with her fists. Tesar
removed her from the vehicle and handcuffed her, but not before she kicked
him several times. Since the park's patrol vehicle, which has a cage, was
down for maintenance, G.K. was placed in a government van. At this time,
the passenger in the vehicle, 24-year-old M.L., also of Cahokia,
grabbed G.K.'s purse and attempted to leave the area. She was stopped
and detained by another ranger who had arrived to assist Tesar. While the
rangers were talking to M.L., G.K. slipped her handcuffs underneath
her, got out of the van and attempted to escape, but was caught and returned
to the van. When Tesar then attempted to retrieve G.K.'s purse from
M.L., M.L. began cursing him, pulled out her key chain, and attacked
Tesar. Tesar did not realize that there was a self-defense device with
spikes on it on the key chain until she began slashing him. He was
eventually able to subdue her, but not before he'd received several
contusions, abrasions and puncture wounds. He was wearing his protective
vest at the time, though, and did not require medical treatment. Both
suspects were taken to the St. Louis city jail and appeared before the U.S.
Magistrate. G.K. was charged with disorderly conduct, interference, DWI
and numerous traffic violations; M.L. was charged with assault on a
federal officer with a deadly weapon, disorderly conduct and interference.
G.K. was released on her own recognizance, but M.L. is being held in
jail on a $10,000 bond. Anyone interested in photos of the weapon used by
M.L. should contact either Chief Ranger Deryl Stone or Criminal
Investigator Joel Wright at FTS 279-4468 or 314-425-4468. (Deryl Stone, CR,
JEFF, via CompuServe message from Capt. J.J. McLaughlin, RAD/MWRO, 8/31).

90-294 - Olympic (Washington) - MVA with Fatality

On the evening of August 30th, a 22-foot-long motor home crossed the center
line of U.S. Highway 101 near Lake Crescent and struck a 1989 Dodge Aspen.
The passenger in the Aspen, C.D. of Bismark, North Dakota, was
killed; the driver, N.W. of Cupertino, California, suffered serious
head injuries and is currently in critical condition and on a life support
system. No one in the motor home was hurt. Park rangers are investigating
the accident. Heavy rains were falling at the time, and are thought to be a
contributing factor. (Telephone report from Reed Jarvis, RAD/PNRO, 8/31).

90-295 - Denali (Alaska) - Search; Assist to Agency

At 8 p.m. on August 30th, the park dispatcher received a call for assistance
from Alaska State Police. A trooper had pursued a stolen pickup with four
occupants into the park, where it had run off the road just past the park
boundary. Three of the occupants fled into the forest; the fourth, a
hitchhiker who was riding in the pickup's bed, was injured in the crash.
Rangers responded and assisted by sealing off a large forested area which is
bounded on two sides by swiftly flowing water. Rangers took one suspect
into custody during the ensuing search, but the other two eluded capture.
The injured hitchhiker was taken to the Healy Clinic by park ambulance. The
suspect who was captured provided authorities with the names of the other
two occupants, and state felony warrants have been issued for their arrest.
(CompuServe message from RAD/ARO, 8/31).

90-296 - Big Thicket (Texas) - Incident Involving Firearms/Explosives

On August 16th, Hardin County sheriff's department officers arrested 21-
year-old C.C., a student at Lamar University, on assorted weapons
and explosives charges. C.C., a former member of the U.S. Army who was
discharged for weapons violations, had two M-16's, several AK-47's, a Korean
A1K2 fully automatic rifle, a MAC 10 automatic pistol, assorted military
explosives and large quantities of ammunition in his dorm room. C.C.
is apparently the leader of a group called "Recondo", which teaches its
members how to make bombs (including chlorine bombs) as anti-personnel
devices. Also found in his roam was a map of Big Thicket with notations and
hash marks near Village Creek in the park's Turkey Creek Unit. The park
will be working with Alcohol, Tobacco and Firearm (ATF) agents, military
disposal units and a bomb squad from the local sheriff's office to discover,
identify and remove any devices found in that area. (Jim Houseman, BITH,
via CompuServe message from Phil Young, RAD/SWRO, 8/31).
