INCIDENTS

90-297 - Glen Canyon (Utah/Arizona) - Assault on Ranger

At about 2 a.m. on September 3rd, ranger Keith Lober made a routine check on
a man sitting in the driver's seat of a Ford Bronco at Lone Rock with an
open container of beer on the dashboard. The man, later identified as
S.W., 27, of Big Water, Utah, appeared intoxicated; he was
uncooperative, but not aggressive. Lober immediately called for backup,
then walked around the Bronco to the driver's door. As he did so, the
driver appeared to stuff something into the waistline of his pants. Lober
used a control hold to remove Watson from the vehicle. As he attempted to
frisk him, S.W. spun around and attacked Lober. Lober was wearing body
armor, which protected him from repeated blows from S.W.'s fists, but
S.W. also kneed and attempted to choke Lober. Lober estimates that the
struggle may have lasted as long as five minutes before Watson broke free
and escaped. During the struggle, Lober yelled to two bystanders and asked
them to use his vehicle radio to call for help; both fled the area without
offering any assistance. Several other agencies responded to assist in the
search for Lober's assailant, who was then identified as S.W.. It was
learned that S.W. had a history of both drug use and assaults. A search
of his vehicle yielded a knife and club under the driver's seat and a
partial box of 9 mm ammunition on the passenger seat. No firearm was
recovered. At 8 p.m., S.W. surrendered through his attorney to rangers.
He is currently in custody and charged with 18 USC 111, assault on a federal
officer. He is to appear before a grand jury today. (CompuServe message

90-298 - Fredericksburg and Spotsylvania (Virginia) - Document Theft

On August 31st, a rare, one-of-a-kind Civil War document was stolen from the
visitor center in Fredericksburg. The center was open when the document was
found to be missing. The document, which was featured in the Time-Life
series on the Civil War, dealt with "friendly enemies" trading supplies in
the Fredericksburg area. A current appraisal of its value is not yet

90-299 - Isle Royale (Michigan) - Disorderly Arrests; Assaults on Rangers

At 10:30 p.m. on September 2nd, rangers were called to the employee dorm at
Rock Harbor to deal with several disorderly males. When they arrived, they
discovered that three concessions employees had been drinking heavily and
had done extensive damage to the dorm building. They had kicked in several
doors, broken light fixtures and furniture, and entered another employee's
room and pulled the water basin from the wall, which had caused flooding to
the room and hallway. When the rangers arrived, the three men - T.S.,
24, P.H., 24, and E.N., 18 - attempted to
barricade themselves in a room. The rangers were able to enter, however and
arrested the trio. During the struggle, the rangers were assaulted by two
of the three men, but did not sustain any injuries. The three men were
detained in the park overnight, then flown the next morning to the mainland,
where they were incarcerated pending an appearance before the U.S.
Magistrate. All three were charged with destruction of government property,
resisting arrest and disorderly conduct; T.S. and P.H. were also
charged with assault on a federal officer. (Stu Croll, CR, ISRO, via

90-300 - New River Gorge (West Virginia) - Possible Homicide

On August 31st, rangers responded to a report of a body in the New River and
discovered the remains of S.S., 27, of Buckcannon, West
Virginia. Upon investigation, they found that S.S. had suffered some
type of head injury or wound. The exact cause of death, however, has not
yet been determined. S.S. was last seen alive on the 28th as he ran
from a railroad right-of-way, where he was being chased by railway police
for stealing copper wire. The right-of-way runs through the park. At that
time, S.S. was with H.W., who was arrested. S.S. had
escaped. An investigation is underway. (Telefax from Bill Blake, CR, NERI,

90-301 - Chattahoochee (Georgia) - Arrest for Attempted Rape

As a result of two attempted rapes which occurred early in August in the
Sope Creek area, the park initiated an extensive operation in an attempt to
find the assailant. A stake-out of the area was begun, and a female ranger
served as a decoy in the operation. On August 30th, they captured S.C.A.
when he attempted to assault the ranger, and charged him with
attempted rape. S.C.A. is also the suspect in a rape and an attempted rape,
both of which occurred in Cobb County, and an attempted rape at Kennesaw
Mountain NBP. He was arraigned on the 31st; a preliminary hearing will be

One geographic area experiencing high fire danger. Numerous Class A, B, and
C fires occurring and a potential exists for escapes to larger (project)
fires. Minimal mobilization of resources from other geographic areas
occurring. The potential exists for mobilizing additional resources from
other geographic areas.

3) NS NARRATIVES -

- Yosemite	 (California) - On August 31st, a helicopter working the A-Rock
Fire made a hard landing as a result of engine failure. There were no
injuries to either the pilot or the seven firefighters who were on board.

Highway 41 is being closed during the hours noted yesterday so that
crews can remove approximately 1,000 hazard trees along the roadway.
Approximately 25 people are committed to this operation.

-  Sequoia/Kings (California) - The holding action on the Avalanche 1 Fire
continues. Many green trees and snags are falling, but present no threats
to the line. Smoke production has lessened.
