INCIDENTS

90-374 - Natchez Trace (Mississippi/Alabama/Tennessee) - Kidnapping Arrest

On October 18th, ranger Johnny Murphy and an FBI special agent arrested J.W.P.,
37, of Pontotoc, Mississippi, and charged him under 18 USC
Sections 1201, 2242 and 2243 for kidnapping, sexual abuse and sexual abuse
of a minor. J.W.P. is alleged to have kidnapped a 15-year-old female on
September 21st, then taken her to the Chickasaw village site on the parkway
and sexually abused her. The arrest follows a two-week-long investigation
by Murphy and the FBI. A detention hearing is set for the 23rd, and J.W.P.
is scheduled to go before a federal grand jury on the 25th. (CompuServe

90-375 - Petrified Forest (Arizona) - Drug Arrest

On the afternoon of October 17th, the Rainbow Forest entrance station
reported that a pickup truck had left the park at high speed in the wrong
lane and had not stopped at the station. Ranger John Williams responded and
was able to stop the truck ten miles west of the park on Highway 180. While
talking to the driver, D.D.F. of New Jersey, Williams detected
a strong odor of alcohol on D.D.F.'s breath and an odor of marijuana in the
truck. D.D.F. admitted to drinking and smoking marijuana earlier in the
day in Albuquerque and smoking marijuana while in the park. During an
initial search of the truck, Williams found an open bag of marijuana and a
.357 magnum revolver; he also found a concealed, spring-loaded knife while
patting down D.D.F. Williams called for backup from the park and from the
Navajo County sheriff's office. D.D.F. was placed under arrest and
transported to the jail in Holbrook, Arizona. A subsequent search of the
vehicle led to the discovery of a 12-inch survival knife, an ice chest
containing vials of pills, $4,000 in traveler's checks and $350 in cash.
The pills are currently being analyzed. Navajo County will prosecute
D.D.F. and seek to confiscate his vehicle. (Dispatch, PEFO, via CompuServe

FIRE ACTIVITY

The NICC in Boise has scaled back fire reporting and will only be posting
its fire management situation reports on Thursday mornings until further
notice.

OFFICE NOTES

1) R&R uniforms has been authorized to fill FY 91 uniform orders, and will
be working this week to complete orders which were submitted but on hold
during the first three weeks of the fiscal year due to budgetary

2) Rocky Mountain Region is considering the development of a region-wide
register for filling resource management, FIREPRO and other similar seasonal
positions. This action is being considered due to problems parks have had
with local recruitment and in hiring for such positions from the 025
seasonal registers. A cert could be developed for GS-4 through GS-7
biological, forestry and other types of technician positions. This would
not preclude parks from continuing to use other methods to fill such
positions, but would provide another option for such actions. Parks that
might be interested in using this option for 1991 seasonal hiring should
