INCIDENTS

90-420 - Cuyahoga Valley (Ohio) - Drilling Fluid Spill

In order to avoid problems with hillside slumping, Sun Pipeline Company
began efforts to relocate a 10-inch pipeline within their right-of-way
through the park this fall. On November 11th, a crew from Sun Pipeline's
drilling company encountered bedrock fractures while drilling horizontally
in bedrock, and bentonite drilling fluid subsequently leaked into the dry
channel of an ephemeral stream on non-federal property. The drilling
solution polluted the creek bed for a distance of approximately two miles
and apparently killed all animal species living within it. Ohio EPA
responded to assess and mitigate the spill. They required that it be
cleaned up, and efforts to that end are in progress at this time. On
November 15th, the drilling resumed and the bit emerged outside of the
right-of-way on park property. The park met with Ohio EPA, the drilling
company, and Sun Pipeline to discuss alternative solutions to the possible
escape of drilling fluid (at a rate of 350 gallons per minute) onto park
property. The company requested that the hole be left open and that the
solution be ponded for recycling into the drilling operation. This proposal
was unacceptable because of the archeological sensitivity of the area, so
the park instructed the company to immediately plug the entire 2100-foot
length of the drill hole. A review of the company's proposed plugging
techniques with Ken Boucher of the Mining and Minerals Division resulted in
the discovery of several unsatisfactory criteria in their plan. Boucher
came to the park to assist in the selection of the plugging medium, provide
on-site consultation, and supervise the plugging operation. The company
filled both the drill hole and the bedrock fractures, but drilling fluids
were forced out of the hole onto park property during the operation. A
containment dike was put in place and the fluids were recovered. Sun
Pipeline has since drilled a new hole, but they again struck bedrock
fractures and leaked more solution into the creek. The park has therefore
required Sun to place additives (cornhusks) in the drilling solution to plug
any future fractures and is monitoring further company operations. (Brian

RESOURCE MANAGEMENT

Africanized bees have crossed the Mexican boarder into the United States.
New estimates indicate that they will spread to most states in Pacific
Northwest, Western, Southwest, Southeast, most of Mid-Atlantic, and southern
portions of Midwest and Rocky Mountain Regions. Cathy Davis (SOAR) has been
working up an XPM plan for managing and responding to these bees. Please
