INCIDENTS
90-347 - Glen Canyon (Arizona/Utah) - Follow-up to Assault on Ranger
Late on the night of September 25th, ranger Dan Madrid was assaulted while
arresting ARA Leisure Services employee J.D. for disorderly conduct
and violation of probation. During the arrest, J.D. kicked Madrid in
the chest, but Madrid was wearing body armor with a shock-trauma plate in
place and was not injured. J.D. served 30 days in jail; his probation
was terminated upon agreement with the Arizona State Probation Department
that he not return to Arizona for five years. A standing five-year warrant
has been issued for his arrest if he returns to the state during that time.

90-425 - Olympic (Washington) - Heavy Rains and Flooding
The high winds and heavy rains which hammered the Pacific Northwest over the
past month caused major damage to park trails and roads. Rainfall on the
western side of the park exceeded 52 inches in November. The hardest hit
areas were the Quinault, Queets and Hon River Valleys. All three areas were
closed because of washed out roads, landslides, and severed utilities.
During the storm which occurred on Thanksgiving weekend, over 3000 cubic
yards of rock slid onto and forced the closure of Highway 101 at Lake
Crescent. The highway was reopened two days later as a result of around-
the-clock efforts by park and state crews. Extensive repair work to the
road is continuing. Facilities in the park also suffered. The roof of
Hurricane Ridge ledge and the water and electric systems at Hon were badly
damaged and will have to be replaced. It is not yet known when the closed
areas of the park will be reopened. (SEAdog message from Loretta Hansen,

90-426 - Big Thicket (Texas) - Shooting
Around 6:00 a.m. on October 23rd, R.H., 37, of Silsby, Texas, was
hunting from a tree stand in the park's Beech Creek Unit when he was shot in
the neck, fell 25 feet to the ground and broke his neck. R.H. passed
out; when he regained consciousness, he became aware that two men were
standing over him. The pair left without checking for signs of life or
offering assistance. Another hunter later found R.H. and drove him to
his home in Silsby. R.H.'s wife then took him to a hospital. R.H.
subsequently told the investigating ranger that he knew who had shot him,
that the alleged assailant and his son were hunting in that area at the time
of the incident, and that they were the two men he had seen standing over
him. R.H. told the ranger that he did not want to press charges. The
alleged assailant has not returned home since the shooting. An

90-427 - Great Smoky Mountains (Tennessee/North Carolina) - Victim Found
On November 27th, rangers investigating a citizen's report discovered the
wreckage of a pickup truck and the body of its driver, 37-year-old W.F.
of Maryville, Tennessee, off the edge of the Foothills Parkway about
a mile east of its junction with US 321. W.F. had been missing since July
4th, when he failed to return heme after waterskiing with some friends on
Cherokee Lake. W.F. had apparently been driving westbound on the parkway
when he went off a steep, 50-foot embankment. He hit a large poplar tree,
which flattened the truck's cab, then fell over and concealed it for over
four months. The accident occurred in an area of exclusive jurisdiction;
the FBI is assisting in the investigation. (Bob Miller, GRSM, via telefax
