INCIDENTS
90-441 - Amistad (Texas) - Boating Accident and Rescue
On December 6th, J.W. and F.E. were fishing in a bass boat
on the north side of Lake Amistad. Around noon, winds began blowing from
the north at about 30 mph, with gusts up to 40 mph. The two men decided to
leave the protected cove in which they'd been fishing and return to the dock
at Blackbrush, where their vehicle was parked. About a half mile north of
the Blackbrush launch ramp, waves about four feet high washed over the
boat's transom and it eventually filled and capsized. Just before 2:00
p.m., ranger Dennis Anderson heard traffic on his marine band radio
regarding the boat swamping; he and ranger Philip Selleck responded in one
of the park's boats. When they arrived, they found J.W. sitting on the
bow of the overturned boat and F.E., who said he could not swim, hanging
from its side. Both had life jackets on. They were pulled aboard the NPS
boat and brought to shore. At the time of the incident, the water
temperature was 62 degrees and the air temperature was 66 degrees. Both men
were in their mid-50's and had been in the water about 15 minutes.

90-442 - Fredericksburg (Virginia) - Archeological Theft Conviction
On October 28th, M.H. was arrested by ranger Steve Davis for
excavating for artifacts on the Wilderness battlefield. On December 14th,
Hardgrove appeared in U.S. Magistrate's Court in Alexandria, Virginia, and
was found guilty of three 36 CFR offenses pertaining to the protection of
archeological resources. He was fined $900, assessed another $30, forfeited
over $900 worth of metal detecting equipment and other personal property,
and was banned from all NPS areas for one year. M.H. was not charged
under ARPA as he cooperated fully with rangers after his arrest. (Telefax

90-443 - Mammoth Cave (Kentucky) - Job Corps Student Arrested
E.H., a student at the Great Onyx Job Corp Center, was arrested in
Savannah, Georgia, on December 17th and charged with possession of a vehicle
which had been stolen from Hinesville, Georgia, on that same date. E.H.
was returned to Hinesville yesterday to face preliminary proceedings. He'd
left Great Onyx on December 13th for an extended period of Christmas leave.
