INCIDENTS
90-444 - War in the Pacific (Guam) - Typhoon Russ
Western Region received a fax from War in the Pacific yesterday reporting
that Typhoon Russ was threatening the park, that they were in the process of
taking necessary precautions, and that they would likely be closed down for
some time. We will provide you with a follow-up report as soon as we hear
from the park again. (Telephone report from Phil Ward, RAD/WRO, 12/20).
90-445 - National Capital Parks Central (Washington, D.C.) - Oil Spill
The park was notified around 9:00 a.m. on the 19th of a small spill - 3,000
gallons of an oil-water mixture - in East Potomac Park which was discharging
through a storm water culvert. Further investigation revealed that the
spill stemmed from an unauthorized utility repair which had been begun five
days earlier. The mixture included five parts per million of PCB. The park
was closed to vehicular traffic all day to allow collection of samples by
NPS staff and the direction of clean-up efforts by the Coast Guard. The
utility company has agreed to pay for the clean-up and the restoration of

OFFICE NOTES
1) Cape Cod has advised us that "Good Morning America" will broadcast a live
segment of their show from the archeological site on Coast Guard Beach
around 7:30 a.m. on December 24th.
2) Parks with concessioners: The National Park Foundation is currently
working with Citibank on a summer 1991 promotion relating to their credit
cards. This promotion is tied to the 75th anniversary of the NPS and
involves a significant donation to help the parks. We understand that
Citibank is contacting concessioners to see if they would be interested in
participating in the promotion by offering discounts to cardholders. The
NPS has asked the Foundation to handle advertising and promotional campaigns
relating to the parks and all such proposals should be referred to the
Foundation. Neither the Service nor the Foundation will attempt to
influence concessioners decision to participate or not, however; such a
decision should be made as an independent business judgement.
