RANGER ACTIVITIES DIVISION MORNING REPORT Attention: Directorate Regional and Park Chief Rangers, USPP, BIFC, FLETC CC: RAD Information Net Day/date: Friday, February 1, 1991 INCIDENTS 91-32 - Grand Teton (Wyoming) - Felony Arrest Following a four-month-long investigation by rangers and FBI agents, L.C.B., 31, of Rock Springs, Wyoming, was arrested for sexually abusing a 12-year-old girl in the park's Gros Ventre campground. The arrest followed L.C.B.'s indictment by a grand jury. No further details are presently available. [Telefax from Doug Barnard, CR, GRTE, 1/31] MIDDLE EAST INCIDENT UPDATE * No new reports received. Please advise us through your regional offices of all threats received, permits issued for demonstrations, and demonstrations or incidents that occur which are related to the war in the Gulf. Reports should be submitted as soon as possible; there is a high degree of interest in such activities in the Department and among other governmental agencies. RESOURCE MANAGEMENT Great Smokies (Tennessee/North Carolina) - Red Wolf Reintroduction On Monday, January 28th, the park received its first two pairs of endangered red wolves (canis rufus) as part of a joint species recovery program conducted by the NPS and the U.S. Fish and Wildlife Service . Their arrival was marked by a press conference attended by Director Ridenour, SERO Director Baker and USFWS Southeast Regional Director James Pulliam. The red wolf is a smaller, more critically endangered (only 135 exist world-wide) cousin of the grey wolf. The wolves will be held in pens for up to eight months to breed, whelp, and acclimate. One family unit will be released in August or thereabouts. If this first experimental release proves successful, plans call for the reintroduction of six to eight pairs, perhaps a year later. [CompuServe message from Bob Miller, GRSM, 1/31] Big Thicket (Texas) - Oil Drilling Operation Terminated On January 30th, Superintendent Ronald R. Switzer suspended all operations of the Litchfield Production Company of Nederland, Texas, at the Campbell #3 Well located in the park's Turkey Creek Unit. The suspension order was issued because of Litchfield's failure to complete compliance requirements as outlined in 36 CFR, Part 9, Subpart B failure to submit a substantially complete plan of operations and a performance bond. The National Park Service is prepared to seek an injunction or a temporary restraining order if Litchfield fails to comply with the suspension order and fails to meet the requirements of 36 CFR 9B. Violations would then be deemed as trespasses against the United States, and the imposed injunction would be enforced by rangers. This action represents the second time the Service has suspended an oil and gas operation on federal land since the 9B regulations went into effect in 1979, and this is the first time an active operation has been suspended.
