RANGER ACTIVITIES DIVISION MORNING REPORT Attention: Directorate Regional and Park Chief Rangers, USPP, BIFC, FLETC CC: RAD Information Net Day/date: Monday, April 15, 1991 INCIDENTS 91-22 - Big Thicket (Texas) - Followup on Drowning On January 20th, T.E.H., 48, reportedly drowned in Menard Creek while being pursued by police officers after an attempted burglary of a nearby residence. An autopsy subsequently showed that traumatic injury to the head was a probable contributing factor in the drowning, though, and the FBI has begun an investigation into the incident. The three officers involved in the pursuit had reported that T.E.H. jumped into the creek and drowned; although none of the three reported striking T.E.H., the coroner said that T.E.H. had suffered at least six blows to the head and had numerous bruises on his arms and legs. [Telefax from Phil Young, RAD/SWRO, 4/12] 91-109 - Delaware Water Gap (Pennsylvania) - DWI Arrest On the afternoon of April 11th, four Canadian citizens who were vacationing in the Poconos saw a vehicle hit a duck. They pursued the vehicle, stopped it, made a citizen's arrest of the driver, and called the park dispatch office requesting assistance. They reported that the offender was operating under the influence; the suspect could be heard in the background loudly protesting and declaring his innocence. The Canadians had confiscated his car keys and identification, however, thereby preventing his departure from the scene. Ranger Brian McDonnell and a Pennsylvania state trooper responded. The suspect failed a field sobriety test and was arrested by the state trooper for driving under the influence. The duck did not survive the incident.
