INCIDENTS
91-679 - Organ Pipe Cactus (Arizona) - Assist on Drug Arrest
On December 24th, two Customs agents requested assistance on a vehicle stop
on the Tohono O'Odham reservation. Ranger Richard Finerty responded and
joined the agents in the arrest of a suspect for drug trafficking and the
confiscation of 434 pounds of marijuana contained in the vehicle. The
vehicle had triggered a remote sensor when crossing the border from Mexico.

92-3 - Mount Rainier (Washington) - Oil Spill
Park employees discovered a 200-gallon fuel leak from a park residence at
Longmire around noon on January 7th. the leak had been caused by the
failure of a fuel filter gasket on a 250-gallon, above-ground tank. The
park moved the soil the following day and placed it in temporary storage.
The park will send the state a final report on the incident with soil test

OPERATIONAL NOTES
1) For your information: The Service has issued release number 87 to FPM
335, the National Park Service Merit Promotion Plan. Among other things,
the plan:
- Retains the requirement for accepting voluntary applications from
employees outside the area of consideration.
- Eliminates the "interview one, interview all" provision.
- Requires the selecting official to provide documentation when some - but
not all - candidates are interviewed.
- Places a two-year time limit on eligibility for priority consideration.
- Modifies procedures for considering candidates entitled to priority
considerations by requiring an agreement to be signed specifying positions
and geographical area where consideration is to be given.
- Requires the selecting official to document reasons for non-selection of
priority consideration candidates.
- Removes prior approval requirement to make term promotions.
- Retains the provision requiring all vacancies to be listed on the "pink
sheet."
- Retains the provision for accepting applications within five days of the
postmarked date.
