INCIDENTS

92-47 - San Juan (Puerto Rico) - Burglary

Sometime between 6:00 p.m. on February 19th and 7:00 a.m. the following
morning, a person or persons entered the museum at El Morro and stole a 17th
century Spanish musket and three Spanish medals.  Rangers and FBI agents are
investigating the thefts.  No further information is currently available.

92-48 - Martin Luther King (Georgia) - Assault on Ranger

Ranger Felicia Ware was called to the Martin Luther King Center on February
15th to deal with a disorderly person.  When Ware confronted the man, he
assaulted her.  Ware was able to subdue and arrest her assailant, who was
subsequently charged with criminal trespass.  The U.S. attorney has been
contacted to determine if charges should also be filed for assaulting a
federal officer.  Ware suffered a bruised leg in the encounter.  [Telephone

92-49 - Acadia (Maine) - Search in Progress

Early on the afternoon of February 19th, Bar Harbor police advised rangers
to be on the lookout for J.W., 49, of Brewster, New York, who was
reported to be overdue from a trip to Waterville, Maine, and gave them a
description of J.W.'s 1989 Chrysler LaBaron.  J.W.'s vehicle was found in
the Thunder Hole parking lot just before 4:00 p.m. that afternoon.  Shortly
thereafter, a hasty search was begun in the Thunder Hole and Gorham Mountain
areas.  The search, which involved park employees, Bar Harbor police
officers, members of Mount Desert Island Search and Rescue, and one dog
team, was unsuccessful.  A more intensive ground search was begun yesterday. 
A total of 25 park employees and volunteers and three or four dog teams were
covering the area from Otter Cliffs to Sand Beach and from the ocean to
Route 3.  Aerial reconnaissance by the 112th Air National Guard medivac unit
from Bangor was scheduled to begin late in the day, weather permitting, and
Coast Guard, Southwest Harbor and Maine Marine Patrol units were to conduct
searches of the shoreline area between Otter Cliffs and Great Head.  The
Maine Warden Service has been contacted and will provide the park with
overhead assistance.  Investigators have learned that J.W. left Waterville
on the 17th, and that he'd told friends he was going to visit Acadia, then
travel home to New York via a coastal route.  At about 10:00 a.m. that same
day, J.W. called his secretary and told her he'd be back in time for several
important appointments scheduled for the 18th.  He also told her that he was
having trouble with his hypoglycemia and needed some rest.  When J.W. failed
to return to Brewster, his secretary contacted the Brewster police.  [Press

OPERATIONAL NOTES

1) The language in the administrative provisions of the fiscal 1992
Appropriations Act, P.L. 102-154, contains the same wording as last year's
appropriation act allowing the Service to retain as reimbursable income all
costs recovered from providing necessary services associated with special
use permits.  Without such language in the current act, the recovered costs
would have to be deposited in Treasury's general fund.  Since the language
is again contained in the act this year, parks should be recovering the full
cost to the park of administering special park uses and retaining the
recovered costs.  The unbudgeted costs should be credited to PWE 457,
Reimbursable Income and Expense from Permittees (Unbudgeted), and the
budgeted costs should continue to be credited to PWE 456, Reimbursable
Income and Expense from Permittees (Budgeted).  [Jen Coffey, RAD/WASO]
