INCIDENTS
92-80 - Grand Canyon (Arizona) - Drug Arrests
On March 12th, rangers from the South Rim executed a search warrant and
arrested three concession employees as part of an on-going drug
investigation which began last year. The employees were charged with both
possession and sales of a controlled substance, offering a controlled
substance for sale, and possession of drug paraphernalia. A significant
amount of packaged crystal methamphetamine and marijuana was seized. The
employees who were arrested had sold both drugs to a confidential informant
on numerous occasions over a two-month period. Two of the three were
engaged in regular sales of controlled substances, and one has prior
convictions involving methamphetamines in San Bernadino, California.
Enhanced penalties and prosecution on criminal enterprise charges will be
pursued. All three were booked into the Coconino County jail in Flagstaff
pending appearance before the United States magistrate. Ranger Keith Lober
was the case agent in the investigation. Lober developed the confidential
informant from a case involving simple possession of marijuana. [Steve

92-81 - Saguaro (Arizona) - Falling Fatality
Early on the afternoon of March 15th, rangers were notified that a hiker had
fallen and injured herself east of the Douglas Spring trail and about a mile
from the trailhead. Rangers Littlefield and Ruthledge responded and found
the victim, T.T., 36, of Tucson, lying unconscious near the bottom
of a steep ravine in an area of very rugged, rain-soaked slopes. Advance
life support measures were administered and she was evacuated to the
trailhead and transported to Tucson Medical Center. T.T. failed to regain
consciousness, though, and was pronounced dead of head injuries the
following morning. The evacuation was conducted jointly by the park and
Arizona Department of Public Safety. The Pima County sheriff's office is

OPERATIONAL NOTES
1) Sharon Taylor of the Division of Wildlife and Vegetation met with
personnel from the Baltimore Aquarium's Marine Mammal Stranding Response
Team in February. They discussed procedures employed by other agencies for
responding to strandings and collecting biological samples. If your coastal
park deals with strandings (including species not listed as threatened or
endangered) and you're interested in developing a disease/parasite/

"1992 Pay Plan for Emergency Firefighters - Personnel Management Bulletin
Number 92-25 (532)", signed on March 10th by Mario Fraire, Chief Personnel
Officer, WASO, and sent to all regional, center and WASO personnel officers.
Transmits the pay plan for emergency firefighters for 1992 (effective
1/12/92), and asks that information be transmitted to all concerned field
units and regional fire management staffs.
