INCIDENTS

92-82 - Glen Canyon (Utah/Arizona) - Rescue

On March 13th, D.M., 23, of Pueblo, Colorado, fell 50 feet while
scrambling on the rock formation known as The Windows on the northeast side
of Wahweap Bay.  D.M. suffered a compound fracture of the left ankle, a
six-inch open wound, and possible internal injuries.  Rangers Dan Madrid and
Ariel Leonard responded and provided emergency medical assistance until a
rescue and evacuation team could arrive.  The team, comprised of rangers,
county deputies and concessioner employees, carried D.M. a mile to a
waiting boat.  He was taken by water to Wahweap, transported by ambulance to
Page, then evacuated by air to Flagstaff for surgery.  [CompuServe message

92-83 - Yosemite (California) - Illegal Alcohol Sales by Concessioner

On February 23rd, investigators Scott Hinson, Jeff Sullivan and Greg
Jablonski concluded a month-long investigation into illegal sales of
alcoholic beverages to minors at concession retail establishments with the
filing of charges against eight persons on 17 counts of violating 36 CFR
2.35, which prohibits sale of alcohol to minors.  Each of the persons pled
guilty to all counts.  Sentencing is pending.  The superintendent is
reviewing the possibility of administrative action against the concessioner.

92-84 - Chickamauga and Chattanooga (Georgia) - MVA with Fatality

K.D.F., 20, of Chickamauga, Georgia, was killed just after
midnight on March 17th when her car left U.S. 27 and struck a tree. 
K.D.F. was not wearing a seatbelt at the time of the accident.  There are
no indications at this time that alcohol or drugs were contributing factors.

OPERATIONAL NOTES

1) Chief rangers: The 13-page January/February issue of the Ranger
Activities Information Exchange finally made it to the mail room yesterday. 
You should be seeing it in your mail boxes within a few days.  [Bill

2) The Personnel Division in WASO is now in the process of printing the
summer seasonal registers.  The scoring process has just been completed and
it will probably take about two to three days to print the registers.  The
system computed approximately 75,000 scores (applications times criteria
times position options) by utilizing personal computers.  It appears that
the number of applications increased slightly this year.  Once registers
have been printed this week, the division will begin boxing applications and

An inter-regional white-tailed deer working group comprised of
representatives from NAR, MAR, NCR, SER, MWR and SWR is being formed to
coordinate deer research and management activities in the six regions.  The
group will also design and implement procedures to assist parks in
developing clear management objectives, monitoring programs, and criteria
for judging conflicts caused by deer, and will formulate a strategic plan
for deer research and management over the next five years, giving priority
to projects that have Servicewide implications and to experiments with
alternative management techniques.  For further information, contact Mike
