INCIDENTS

92-85 - Fort McHenry (Maryland) - Serious Medical Incident

On March 17th, J.S., 39, manager of the park's concession,
collapsed in the visitor center and soon was in full cardiac arrest.  CPR
was administered by rangers Hugh Manar and John Burns until Baltimore EMS
units arrived on scene.  J.S. was stabilized and transported to a
local hospital, where she remains in critical but stable condition.

FIRE ACTIVITY

Big Cypress (Florida) - While crews were conducting prescribed burns on
March 18th, an apparent arson fire was spotted at mid-afternoon to the north
of the project.  Two helicopters, two buggy crews and several other
firefighters were dispatched to the fire, which was contained at 800 acres
by nightfall.  Higher nighttime humidities helped in the containment effort. 
Two structures were protected by firing operations.  Although the park
anticipated the possible rekindling of the fire on the 19th due to predicted
southwest winds, no problems were anticipated.

RESOURCE MANAGEMENT

No field reports today.

OPERATIONAL NOTES

1) Parks with ORV use: GAO has initiated a review of off-road vehicle use at
the request of the House Subcommittee on National Parks and Public Lands and
the Senate Subcommittee on Energy and the Environment.  While it appears
that BLM and the Forest Service will bear the brunt of most of the review,
NPS and U.S. Fish and Wildlife will also be included.  At an opening
conference with agencies and GAO representatives in WASO on March 19th, we
explained that the Service is not an ORV agency and permits them only in a
few designated park areas - 12 outside of Alaska at present.  It's unclear
at this point if GAO will be including Alaska in its review.  It also
appears that GAO will be looking mainly at ORV's rather than snowmachines. 
Parks with existing legal ORV use may be contacted through Ranger
Activities.  Parks in the West with illegal ORV use may also be contacted.
