INCIDENTS
92-105 - Big Thicket (Texas) - Probable Drowning
On the afternoon of March 22nd, J.T., R.G., and W.R.,
26, were boating on the Neches River approximately two miles south
of Evadale when W.R. fell off the boat's bow into the river and was
apparently struck in the head by the vessel's propellor. W.R. floated
to the surface of the river, then sank. J.T. entered the water and
attempted to rescue him, but was unsuccessful. Rangers, Jasper County
deputies, Texas Parks and Wildlife wardens and volunteers are still
searching for W.R.' body. The Neches River is much higher and faster

92-106 - Colorado NM (Colorado) - MVA with Fatality
A.J.L., 20, of Fruita, Colorado, was killed in a single
vehicle, roll-over accident on Rim Rock Drive east of the park's visitor
center on the evening of April 2nd. His three companions were slightly
injured in the mishap. The vehicle entered a curve at excessive speed,
drifted off the pavement onto a soft shoulder, and flipped over into a
roadside gully. None of the occupants was wearing a seatbelt, and Lopez was
ejected from the vehicle and pinned underneath it. Alcohol impairment is
suspected, and laboratory tests are being conducted. A.J.L. was employed in
the park last summer as a seasonal laborer. [Telefax from Erny Kuncl,

RESOURCE MANAGEMENT
No field reports today.
OPERATIONAL NOTES
1) The fifth meeting of OPM's Advisory Committee on Law Enforcement and
Protective Occupations, which is working to meet Congress's mandate to study
law enforcement and protective occupation pay and make recommendations on
action by January 1st, will be held at the Capital Hilton on April 13th.
The session will focus on the modeling of federal, state and local career
progressions and a discussion of issues pertaining to job classification and
basic pay structure. The subsequent meeting of the group, which will be
held at the Sheraton Washington on April 30th, will focus on overtime and
other premium pay issues. Dick Martin, Chief of the Branch of Resource and
Visitor Protection, and John Gannon, Director of the Department's Office of
Enforcement and Security Mangement, are among those representing the
interests of the NPS. These meetings are open to the public.

park uses course, Philadelphia, PA (4/7-4/9).
Branch of Fire and Aviation: Norum and Gale on site visit to Canaveral, Gulf
Island and SICC (4/5-4/10); Broyles coordinating NPS/BLM video on fire
management in the NPS, Big Cypress and Everglades (4/6-4/10); Mattingly
attending to administrative matters for Alpine IHC, Hot Springs, SD, and at
RM area FMO meeting, Riverton, WY (4/6-4/8); Clark representing NPS at
prescribed burn for FWS, Bend, OR (4/8-4/10).
