INCIDENTS

92-115 - Cabrillo (California) - Special Event

The America's Cup races are currently being held off San Diego, and the best
viewing points on land are in the park.  The preliminary elimination rounds
began in January and have drawn significant crowds; overall visitation
increased by 15% in the first three months of the year.  ESPN has been given
a permit and has installed a camera station in the park.  Large, over-capacity
crowds are expected for the finals, which are to be held between
May 9th and 19th.  Meetings have been held with the Navy, Coast Guard,
CalTrans, the FBI, the San Diego police and other park neighbors to develop
and implement plans for managing traffic.  The FBI is involved because
foreign dignitaries may be present.  The park has asked Santa Monica
Mountains and Joshua Tree to provide extra law enforcement rangers for days

Albright Employee Development Fund for this year have been distributed
Servicewide.  Each package contains filing guidelines and instructions as
well as an application.  For additional copies or assistance with the
application, please contact your local Employee Development office or
training officer.  Applications are due in the WASO Employee Development
