Day/Date: Thursday, July 16, 1992
INCIDENTS
92-348 - Nez Perce (Idaho) - Check Fraud
On June 17th, a man later identified as F.W.G.R., 37, entered
the park visitor center. He talked extensively with park employees,
representing himself as a Native American dancer and lecturer, then
culminated his visit by writing a check for $1,313 to a Northwest
Interpretive Association employee for beaded hand crafts. When the
association's business manager later called the bank regarding the check,
she found that there were insufficient funds to cover the purchases.
Rangers subsequently contacted local authorities and found that there are
outstanding warrants against F.W.G.R. for $14,000 worth of bad checks and
for interstate flight, and that he was being sought by the FBI, BIA, various
city police departments, and six county enforcement agencies from Utah,
Idaho, Washington and Oregon. F.W.G.R. is also a suspect in the theft of
both private and government vehicles. F.W.G.R. may be travelling in
either a stolen government vehicle or a rental car, and may be accompanied
by an individual named P.M. The description on F.W.G.R. is as
follows: Male, Native American, 5'9", 200 pounds, DOB 5-1-55, brown eyes,
black hair, no facial hair, face blotchy (possibly scars from an injury),
SSN 517-72-6231, Montana driver's license with SSN as license number,
employs addresses in Deer Lodge, Montana (the state prison) and Heber, Utah
(1601 Maple Avenue #2, which is not a real address). His name has been
entered in NCIC. For further information, contact Mark O'Neal at NEPE at
208-843-2261 ext. 50. [Mark Forbes, RAD/PNRO, 7/15]
92-349 - Indiana Dunes (Indiana) - Drug Arrest
On the evening of June 12th, two rangers in plain clothes were working in
the Mt. Baldy area in response to increased drug use and reports of drug
sales there when they came upon a group of four juveniles and an 18-year-old
making marijuana cigarettes. During the subsequent search, the rangers
located about $300 worth of marijuana packaged for sale, $100 in cash, and
related paraphernalia. Two of the juveniles were placed in the county youth
detention center. The U.S. attorney has declined prosecution because of
their status, so the case will be handled through the state juvenile system.
The vehicle the drugs were found in was seized and forfeiture is being
considered. County juvenile officers are interested in the case because it
marks one of the first cases of drug sales by juveniles in the area. [Tom
Thompson, RCR, RAD/MWRO, 7/15]
92-350 - Lake Mead (Nevada) - Suicide
J.T.B., 61, was found dead in his home in Lake Shore Trailer
Village on July 13th. Indications are that he died of a self-inflicted
gunshot wound. An investigation into his death is underway. [Herb Gercke,
RAD/WRO, 7/14]
92-351 - Sequoia/Kings Canyon (California) - Bear Poaching
A five-year-old male black bear was illegally killed inside a park inholding
in Grant Grove on July 5th. Residents in the Wilsonia area reported hearing
a single gunshot early in the morning. An investigation revealed evidence
which led rangers to the primary suspect, A.R.K. of Selma,
California. On July 7th, a team of rangers and California game wardens
executed a search warrant at A.R.K.'s residence and discovered a number of
evidence items, including blood and hair samples from the rear of a pick-up
truck. A.R.K. eventually confessed to the shooting. Rangers obtained a
written confession, the weapon used in the shooting, and a bearskin. A.R.K.
had buried the carcass at the bottom of a dry pond, then filled it with
water. He has been charged with several wildlife and weapons violations.
