INCIDENTS
92-451 - South Florida Areas - Follow-up on Hurricane Andrew
Heavy rains have caused interruptions in satellite communication with south
Florida. Further information on the recovery effort will appear tomorrow.
92-515 - Golden Gate (California) - Car Clouting Arrest
On September 11th, a USPP detective spotted a vehicle whose owner was
suspected of numerous larcenies in the park, Marin County and East Bay
regional parks. He called for several units to assist him in surveillance.
The suspect and a female passenger were seen entering the vehicle and were
followed to the Lower Conzelman lot, where they parked, got out, smashed the
passenger window on an adjacent pickup truck, and stole a purse from the
truck. The two were stopped as they attempted to leave the lot. A search
of the vehicle subsequent to the arrest produced a stolen purse, burglar
tools and narcotics. Both suspects were charged and detained. This arrest
will result in the closure of over 20 cases of larcenies from autos in the

3) FIRE ACTIVITY - 97 fires for 1,145 acres in the past 24 hours.
4) ANALYSIS - Very high and extreme indices are being reported in several
areas in the Northwest, California and the Great Basin.
5) PROGNOSIS - Extreme fire dangers coupled with high winds and warmer and
drier conditions may cause an increase in fire activity.

RESOURCE MANAGEMENT
Yellowstone (Wyoming) - Rehabilitation of Fishing Bridge Campground
Rehabilitation of the old 310-site Fishing Bridge campground is proceeding
at a good pace. Last fall, more than 40 persons from all divisions
participated in Fishing Bridge Rehab Day and removed plumbing and lighting
fixtures, campground markers, picnic tables, barrier rocks, and other items.
This season, the park maintenance staff used heavy equipment to remove the
remaining structures, such as campground restrooms. Closure and restoration
of overnight visitor facilities in this area was proposed in the park's 1973
master plan in order to benefit prime grizzly bear habitat on the north
shore of Yellowstone Lake. Fishing Bridge campground was also a significant
point source of grizzly bear-human conflicts and bear removals from the
ecosystem. Due to the controversial nature of phasing out use in the
long-occupied area, action was not taken until a development concept plan and EIS
were completed in 1988. With the exception of several historic structures
which will be relocated, all that remained at Fishing Bridge by summer's end
was the asphalt from the campground's old inner roads and campsites. In
September, maintenance workers began removing the asphalt. When this is
done, back loops of the campground will be slightly re-contoured and topsoil
will be replaced to promote revegetation. Some locally collected vegetation
