INCIDENTS
92-451 - South Florida Areas - Follow-up on Hurricane Andrew
As of yesterday, there were 174 people (103 from the NPS) working on
recovery efforts under the all-risk team. Commercial power has at last been
restored at Biscayne, and almost all hurricane-related hazards to mariners
have been removed. The annual Biscayne Regatta was held over the weekend,
and there were about 1,800 boats in park waters. Except for one medevac due
to a suspected drug overdose, no significant incidents were reported.
Hazard tree, brush and debris removal continues at Flamingo, Long Pine Key
campground and throughout backcountry waterways. Work is progressing on
restoration of electrical power at Royal Palm. So far, a total of 593
people from 98 NPS areas and 16 national forests have served on the incident
along with the staffs of the three parks. Despite the numbers and the
amount of work that they have accomplished, there has not yet been a lost
time accident or injury.

92-544 - Glacier (Montana) - Follow-up on Bear Mauling Fatality
On October 11th, park rangers and a state biologist located and shot the
adult female and two cubs believed responsible for the death of J.P.
Baited snare traps had been set in the vicinity of Granite Park
since Friday, but the bears were located elsewhere in the Bear Valley by a
helicopter pilot. Rangers were then able to locate and shoot the bears.
The bears' carcasses were sling-loaded by helicopter and taken by vehicle to

92-555 - Zion (Utah) - SAR; Fatality
At 3:15 p.m. on October 10th, D.B., 32, of Salt Lake City, fell
about 30 feet and suffered major injuries while attempting to rappel into
the canyon of the left fork of North Creek near the park's western boundary.
D.B. and two companions had tied their rope off on a small pinion pine
near the canyon rim. His companions rappelled down safely; the 220-pound
D.B. slipped when he attempted to descend, however, and the subsequent
shock to the line pulled the tree out. D.B. fell backwards and landed on
rock. Among the dozen or so other people at the location at that time was a
doctor. He determined that D.B. had a pulse but that he was not
breathing. Because D.B.'s airway was swollen, the doctor fashioned an
airway out of the handle of a plastic milk jug, intubated him, and began
ventilations. Meanwhile, a member of the party hiked out for help. Upon
reaching the trailhead, he found a locked ranger vehicle. Since the ranger
did not reappear (he was on foot patrol), the man broke the vehicle's window
and used the park radio to call for help. The park received the call at
4:45 p.m. and immediately requested helicopters from Grand Canyon and Nellis
AFB. The Nellis helicopter, which carried a paramedic, arrived at Hurricane
at 6:30 p.m., and was on scene 15 minutes later. According to the park's
chief ranger, the canyon posed one of the most difficult rescue problems
he'd seen in 29 years - a slot canyon about 20 feet wide with 150-foot
vertical walls. Nonetheless, the Air Force paramedic was successfully
lowered to the scene, and he began working with the doctor to prepare D.B.
for evacuation. At the same time, a team of two Grand Canyon and one Zion
park medics began hiking in from the trailhead. By the time all was ready
for the extrication at 7:50 p.m., night had fallen, and all subsequent
operations were conducted by the helicopter crew while employing night
vision goggles. D.B. was hoisted out and arrived at a hospital in St.
George at 8:30 p.m. Although he still had a pulse at the time, doctors soon

3) FIRE NARRATIVES
* Sequoia/Kings Canyon - The Suwanee Fire is burning approximately three
miles northwest of Lodgepole and has threatened facilities at Giant
Forest. As of yesterday morning, the fire had been 95% contained, and
full containment was expected yesterday evening.
4) FIRE ACTIVITY - 100 fires for 860 acres reported over the weekend.
5) ANALYSIS - Many areas in California are reporting very high to extreme
indices.
6) PROGNOSIS - Increased fire activity in California is possible due to the
persistence of extreme indices.
