INCIDENTS

92-451 - South Florida Areas - Follow-up on Hurricane Andrew

As of yesterday, there were 128 people (58 from the NPS) working on recovery
efforts under the all-risk team.  The ARM team will begin demobilizing this
coming weekend and will turn over operations to the two parks - Everglades
and Biscayne - it is still assisting.  A task force comprised of logistical
and financial people will remain in the parks, however, to support
individual park operations pertaining to Hurricane Andrew recovery efforts. 
Please note the special request below regarding information on costs which
your area may have incurred in supporting the recovery operation.  [Bill

92-559 - Grand Canyon (Arizona) - Follow-up on Death of Employee

There will be a memorial service for Dave Karraker, superintendent of
Albright Employee Development Center, at 11:00 a.m. on Friday, October 23rd,
at the park's Shrine of the Ages Chapel.  The service will be followed by
interment of the ashes in the Grand Canyon cemetery and a luncheon at the
Shrine immediately thereafter.  The family asks that contributions (in lieu
of flowers) be made to the "David Karraker Memorial Scholarship Fund" at
Grand Canyon High School or to the Employee and Alumni Association.  If you
would like to contribute to the scholarship fund, please make your check out
to the fund and send them care of Marianne Karraker, PO Box 164, Grand
Canyon, AZ 86023, or to Albright Employee Development Center, PO Box 477,
Grand Canyon, AZ 86023.  Dave had been in the Service for over 40 years, and
had spent the last two decades as, successively, superintendent of Mather

92-560 - Shenandoah (Virginia) - Successful Rescue

Just after midnight on October 14th, rangers were notified that C.R.,
an 18-year-old concession employee, was in respiratory distress at
the Skyland dormitory.  Although  C.R. had been given oxygen, the first
rangers on scene had to assist  C.R. with respirations until other rangers
arrived with the district's ambulance.  A medevac helicopter was called in,
and  C.R. was transported to the University of Virginia for treatment. 
Investigators learned that  C.R. was using a combination of ammonia and
bleach to clean the dormitory restroom when he became overcome by fumes. 
Other occupants of the dorm discovered him and got him out of the area.  The
entire dormitory had been evacuated before rangers arrived on scene.   C.R.
is doing well and is expected to make a full recovery.  [Larry Hakel, CR,

92-561 - Allegheny Portage (Pennsylvania) - Commercial Dumping

On September 18th, a ranger discovered a tire dumping site along the old
historic railroad trace which runs through the park.  The dump was less than
72 hours old, but already had in excess of 800 tires.  Despite stepped-up
patrols, the dump continued to grow in size.  On October 8th, a rental truck
was spotted heading down the old railroad grade to the dump site.  The
ranger stopped the truck and found that it contained over 400 tires.  The
two individuals in the truck were arrested, but the passenger was able to
escape into the woods.  The truck and its contents were impounded as
evidence.  The case is currently being pursued in conjunction with the U.S.
Attorney's Office in Pittsburgh and with the Pennsylvania Department of
Environmental Resources.  Since old tires are now classified as solid waste,
felony charges have been filed by assimilating state statutes under 18 USC. 
New information has been uncovered linking the suspect to several other dump
sites.  A newly formed task force on environmental crimes is involved in the

Florida parks affected by Hurricane Andrew need information on costs
associated with this effort.  Your assistance is requested in documenting

2) OPM Register Opening - The GS-025 register at OPM's Huntsville (Alabama)
Area Office is open until October 21st.  Natchez Trace Parkway has two
