INCIDENTS
92-237 - Shenandoah (Virginia) - Follow-up on Homicide
On June 24, 1992, park visitors found the body of D.R. near the
junction of Jewel Hollow Road and Route 211. Park and state police
investigators identified R.J.R. as the prime suspect in her
death and subsequently arrested him on murder charges. On October 16th,
R.J.R. appeared in district court in Charlottesville and pleaded guilty to
a federal charge of second degree homicide. He was sentenced to 30 years in
prison without possibility of parole. R.J.R. claims that he committed
five other homicides in Virginia, and state police are looking into those

92-451 - South Florida Areas - Follow-up on Hurricane Andrew
At 2 p.m. on October 24th, control of the Hurricane Andrew recovery effort
was transferred back to Everglades and Biscayne. At that time, there were
64 people (18 from the NPS) still working on recovery operations under the
management of the ARM team. [Doug Riley, ARM team, 10/28]
92-580 - Jefferson National Expansion (Missouri) - Drug Arrest
In October of 1991, rangers arrested a Florida man for possession of a
loaded semi-automatic pistol, 19 grams of cocaine, and 30 grams of
marijuana. The suspect later agreed to cooperate fully and become a
confidential informant. Through his assistance, a joint narcotics task
force in northern Florida was able to identify and apprehend his supplier
and seize over two pounds of cocaine, then infiltrate a narcotics
trafficking operation in the area. As a result, about a dozen grand jury
petitions are awaiting indictment for individuals involved in this
operation. Further apprehensions and seizures are expected. In exchange
for his help, the assistant U.S. attorney has dropped all charges and closed

92-581 - Zion (Utah) - Assault on Ranger
Rangers Jeff Goad and Ray Wiger responded to a disturbance complaint at the
Zion Lodge around midnight on October 24th and contacted 21-year-old G.R.,
who had been fired by the lodge earlier in the day. G.R., who
was under the influence of alcohol, was both disruptive and verbally
abusive, and was arrested for disorderly conduct, interfering with an agency
function, and being under the influence of alcohol. While being taken to
jail, G.R. first inflicted two minor head wounds on himself by bashing
his head against the plexiglass screen between the cruiser's front and back
seats, then bit Wiger's right forearm. The bite penetrated Wiger's parka
and long sleeve uniform shirt and drew blood. The rangers were only able to
fully restrain G.R. after placing a blanket over his head. Wiger and
G.R. were both treated for their wounds at the Cedar City Hospital.
G.R. was then incarcerated. Charges for assaulting an officer are being
