INCIDENTS
93-15 - Saguaro (Arizona) - Storm Closures
Since January 6th, the Tucson Basin has received over four inches of rain.
Roads in both of the park's districts have been closed due to flooding and
sand deposits on roadways, and backcountry trails have been closed due to
run-off and erosion. The northeast section of Tucson and the town of Marana
have been hardest hit by the storms; residents in both areas have been cut
off from their homes due to high water in streams and rivers. In accordance
with an MOU with local authorities, rangers have assisted the county
sheriff's office in organizing road closures, establishing emergency
shelters, and evacuating low-lying areas. Operations have been under the
incident command system. Rangers assisted with the development of the
incident action plan, and provided assistance to the logistics and
operations divisions. At the time of the report yesterday morning, it was
raining again throughout the area. This storm was expected to produce up to
an inch of rain, and another storm is due in the area on Friday night.

93-16 - Lake Mead (Nevada) - Fatality
A park maintenance worker reported a vehicle fire at the four mile marker on
the access road to Temple Bar on January 12th. Responding rangers found
that there was one unidentifiable victim in the vehicle. No further
information is currently available. An investigation is underway. [Bud

93-17 - Cape Lookout (North Carolina) - Burglary
Park volunteers discovered a burglary in an NPS-owned house in Portsmouth
Village, a National Register historic district, on December 7th. Several
items of furniture had been taken. Rangers Jennifer Anderson and Felix
Revello began the initial investigation with the collection of evidence for
latent fingerprint analysis and the casting of tire tracks at the crime
scene. Subsequent investigation of the tire tracks, coupled with
information gained from the concession ferry operator, led to the
identification of two suspects. Interviews with the suspects - one
conducted by Colonial investigator Clyde Yee because of one of the suspect's
resided near the park in Virginia - led to confessions and recovery of most
of the missing furniture. Cape Hatteras rangers also assisted in the
investigation. The suspects probably had at least one accomplice who helped
take some of the furniture off the barrier island by boat. The

93-18 - Golden Gate (California) - Significant Injury
On January 2nd, J.J. of Forest Knolls, president of the Bicycle
Trails Council of Marin (BTC), an organization currently suing the NPS for
setting regulations governing mountain bike use in the park, was knocked
unconscious when he crashed his mountain bike on the Old Springs Trail in
the Marin Headlands District. J.J. was leading a BTC-organized group of
mountain bikers on the trail, which is a designated bicycle route under the
regulations, when he took a header over his handle bars and landed on his
head and shoulder. J.J. lost consciousness and had to be evacuated to a
local hospital by paramedics. According to a witness, who said that
J.J. had traveled the trail about 20 times, J.J. was going less than
15 mph when he went up and over a small bump in the trail, twisted his front
wheel, then lost control of his bike. The section of the trail where the
accident occurred had recently been repaired. [Jay Eickenhorst, GOGA, 1/11]
93-19 - National Capital Parks (D.C.) - Assist on Shooting Arrest
Late on the evening of January 9th, Park Police units and Eagle Two joined
local police units in the pursuit of a vehicle which was associated with a
shooting which had occurred in Capitol Heights, Maryland. The chase
continued through the streets of Southeast Washington, then ended when the
three male occupants jumped from the car on Wheeler Road. Two of the
occupants were arrested after a foot chase by Park Police and Prince George
County officers; the third was subsequently found hiding in a nearby
apartment. Two loaded .380 caliber semi-automatic pistols were found in the

RESOURCE MANAGEMENT
Cape Lookout (North Carolina) - Dolphin and Turtle Recovery
On December 6th, ranger John Sherman discovered three Atlantic bottlenose
dolphins and a loggerhead turtle (a threatened species) trapped in a 500-
foot commercial fishing net anchored on seashore property. Sherman
extricated the trapped turtle from the net and transported it to the
mainland, where it was taken to the state aquarium for rehabilitation and
tagging. The dolphins were released from the net unharmed with the
assistance of a NOAA marine mammal specialist. The fisherman responsible
for the netting operation had knowledge of the trapped dolphins. [Felix
