INCIDENTS
92-623 - Shenandoah (Virginia) - Follow-up on Poaching
On January 14th, W.V., 26, of Centerville, Virginia, plead
guilty in magistrate's court to hunting and weapons violations which
occurred in the park last November. He was fined $750 and ordered to pay
$500 to the park's wildlife protection fund as the replacement cost for the
female white tail deer that he shot in the Hawksbill Mountain area of the
park on November 12th. W.V. was also sentenced to two years'
probation, ordered to forfeit his Remington 870 shotgun to the park, banned
from all national parks for two years, and banned from hunting for one year.
Several shotgun shells were located near the kill site, and a state crime
lab subsequently linked them to W.V.'s weapon. A group of 20 Boy
Scouts was camping in the area where W.V. shot the deer. [Bob Martin,

92-650 - Shenandoah (Virginia) - Follow-up on Poaching
T.S., 37, and his cousin J.S., 26, both of Stanardsville,
Virginia, plead guilty to hunting, Lacey Act and state bag limit laws and
weapons violations in magistrate's court on January 14th. The S. were
fined a total of $3,800; $1,500 of this amount constituted replacement costs
for three large white tail bucks which T.S. shot in the park on
December 12th and will go to the park's wildlife protection fund. The S.s
were each sentenced to six months' incarceration on each charge, suspended
pending successful completion of two years' probation, lost their hunting
privileges for a year, and were banned from all national parks for two
years. T.S. also forfeited his Remington 760 rifle. The two men
were discovered dragging the bucks out of the park near Saddleback Mountain.
Several spent .30-.06 shells were found near the kill site and were
positively matched with T.S.'s rifle by the state crime lab. [Bob Martin,

93-27 - Jefferson National Expansion (Missouri) - Armed Robbery
Just before 7 p.m. on January 18th, a man who was walking under the freeway
outside the park was chased onto park grounds by two men and robbed at
gunpoint of $65 and his credit cards. The victim could not be sure if the
handguns used were revolvers or semi-automatics, but he did remember that
both suspects pulled the hammers back on their weapons as they demanded his
money. The case is being jointly investigated by park rangers and by St.

93-28 - Tonto and Coronado (Arizona) - Storm Impacts
Both parks have been hit hard by the heavy rains which have fallen over much
of Arizona during the past few weeks. Tonto has lost power due to a
mudslide which took down power lines near Roosevelt Dam. Coronado lost both
power and telephone service as a result of continued flooding of the
drainage in which it is located. It's not yet known when service will be
restored at either area. [Dwayne Collier, SOAR, 1/20]
93-29 - Big South Fork (Tennessee) - Assist; ARPA Violation
On January 16th, ranger Tim Grooms was on patrol when he came upon a Ford
Bronco parked along a road near the park's boundary with the Daniel Boone
National Forest. There was no one with the vehicle, but Grooms could see
several arrowheads on the console and digging tools behind the seat. He
located a trail that had been recently used and followed it until he came
upon two men digging and sifting dirt in a rock shelter, apparently
searching for archeological artifacts. Damage to the rock shelter was
extensive. The two men later admitted that they had dug in the shelter on
numerous occasions over the past six or seven years. A joint investigation
by park rangers and Forest Service investigators revealed that the shelter
is less than 100 yards oustside of the park on Forest Service land. Staff
archeologists have completed a preliminary assessment of damage and
stabilization costs and placed the sum at $50,000. The subjects have
voluntarily surrendered artifacts stored at their residence that were
reportedly taken from the rock shelter on previous occasions. The
investigation is continuing; both criminal and civil charges under ARPA are

OPERATIONAL NOTES
1) Vail Agenda - The update on implementation of the Vail Agenda
recommendations which normally comes out every other Friday as an attachment
to the morning report has been delayed. [Loran Fraser, WASO]
2) Wilderness Management - In an effort to facilitate wilderness management
on lands administered by the National Park Service, Ranger Activities has
initiated regular transmission of news and information on wilderness
management to regional and field personnel through several media, including
the morning report, the division's electronic newsletter (which goes to park
and regional chief rangers), and separate messages on cc:Mail. In order to
encourage communication among Service personnel with responsibilities for
wilderness and backcountry management, Ranger Activities has also developed
a database of wilderness and backcountry contacts throughout the Service
which includes addresses, phone numbers, fax numbers and cc:Mail addresses
for each of them. Disk copies of this database will be distributed to
regional wilderness coordinators; additional copies may be obtained by
contacting your regional coordinator or by requesting a copy from Wes Henry,
the national wilderness coordinator in Ranger Activities. His mail address
