INCIDENTS
92-609 - Yosemite (California) - Follow-up on Drug Arrest
On January 25th, D.C. pled guilty to a charge of possession with
intent to distribute methamphetamine in U.S. District Court in Fresno.
Under the new federal sentencing guidelines, D.C. will serve a
significant mandatory prison term. D.C. was a unit manager for the park
concessioner last summer when park criminal investigators learned that he
was selling methamphetamine to street dealers out of a Yosemite Lodge cabin
rented in his name. Following surveillance of the cabin, investigators
secured and executed a search warrant on the night of November 15th and
seized more than 40 grams of 98 percent pure methamphetamine in numerous
packages weighing from a quarter gram to eight grams each. Also seized were
two gram/carat scales, scores of empty zip-lock bags, several blackened and
bent spoons, numerous hypodermic syringes, and a sizeable amount of cutting
agent. At the time of his arrest, D.C. had fresh injection marks on his
arms, a pulse of 100, and pupils that did not respond to light. He
subsequently admitted his drug addiction to investigators. In his pocket
was a key chain with an eight-ball and a miniature, personalized California
license plate with the words "SPEED DEMON" on it. Three other dealers who
obtained narcotics from D.C. were also arrested and have pled guilty to
possession of a controlled substance. [Law Enforcement Office, YOSE, 1/26]
92-667 - Delaware Water Gap (New Jersey/Penn.) - Follow-up on Fatal MVA
Investigation of a motor vehicle accident that occurred on Highway 209 on
December 27th has revealed that one of the victims may have been killed
prior to the accident. Bloodstains found in the victim's home in Maryland
will be DNA matched to tissue samples from both victims. Maryland police
are investigating the incident as a probable homicide. [Doyle Nelson, CR,

93-34 - Hawaii Volcanoes (Hawaii) - Follow-up on Fatal Helicopter Crash
Despite continuing efforts, searchers have not yet found either the body of
the fourth victim of Monday's crash or any sign of the Fairchild Hiller 1100
helicopter. The only survivor, pilot R.I., is in Hilo Hospital;
his status is not known. At this time, it appears that the helicopter was
on a normal sightseeing flight when the accident occurred, but investigators
have yet to determine the cause of the crash. FAA and county fire and
rescue officials are coordinating the investigation and search. [Gail

93-38 - Cuyahoga Valley (Ohio) - Drug and Weapons Arrest
On Friday, January 22nd, rangers and Customs and DEA agents executed a
search warrant on a park-owned residence which has had a reservation of use
for the past dozen years and was being rented by R.R., 46, and J.H.,
42. Although the agents also had warrants for the two men for
international conspiracy to import hashish and possession of narcotics, they
were unable to serve them because neither was at home. The search of the
building resulted in the seizure of hashish, cocaine, marijuana, two stun
guns, Cleveland police ID's with pictures for J.H. and R.R., two cellular
phones, two-way radios, and the following loaded weapons - a crossbow, a
derringer, four revolvers, four semi-automatic weapons, seven rifles, and a
Thompson submachine gun. R.R. was arrested on the 23rd by rangers and
Customs agents when he returned to the residence with his wife; J.H.
remains at large. The search and arrest warrants stemmed from federal
investigations that led to the seizure of 1,700 pounds of hashish in India
in 1989 and 930 pounds of hashish in Cleveland last December. Two other
men, A.O. and W.M., have also been arrested in
conjunction with this investigation. Investigators believe that the persons
involved in the illicit activity may also have operated in Florida,
California, Arizona and New York. Some of the aliases employed were R.H.
L.L., B.K., J.S. and J.F.. Initial
investigation of R.R. and J.H. was conducted by district ranger Gary Pace
and coordinated and pursued by Customs agent Rob Johnson, a former NPS
ranger who worked at Cuyahoga Valley, Independence and Great Smokies. The
retention agreement for the reservation of use on the park-owned residence
expired on January 24th. The park is working toward the removal of all the
