INCIDENTS

93-50 - Cumberland Gap (Kentucky) - Shooting

On February 4th, rangers received a report that W.O. had been
shot in the leg while driving in the Sugar Run area of the park around 5:30
p.m. that afternoon.  The bullet passed through the door of W.O.'s car
and entered his left leg.  Rangers worked through the night with local and
state officers on the investigation.  They determined that W.O. was shot
on Highway 988 just before he entered the park, and have tentatively
concluded that he was accidentally hit by a local man who practices shooting
in that area.  The investigation is continuing.  [Steve Alscher, LES,

93-51 - North Cascades (Washington) - Employee Death

Leno Willbanks, a seasonal maintenance worker, died peacefully at his home
on Sunday, January 31st.  He was 38 years old.  Leno began working at North
Cascades as a trails laborer in 1988 after many seasons working with Forest
Service crews.  He had most recently served as a B&U worker assigned to the
archeological office and lab construction crew at Marblemount.  The park has
sent along the following remembrance: "Always a competent, willing worker,
Leno was totally at home in the wilderness.  He is remembered for his love
of the wilderness and willingness to share his nature observations with
other crew members.  Leno was a truly gentle person with an engaging sense
of humor.  He was a highly respected employee by all North Cascades' staff." 
Remembrances can be sent to Skagit Hospice, 2021 East College Way, Mt.
Vernon, WA 98273.  A memorial service is scheduled for February 14th at 1
p.m. at the Marblemount Community Club.  [RAD/PNRO, 2/4]

93-52 - New River Gorge (West Virginia) - Timber Theft

On January 16th, a ranger on backcountry foot patrol discovered evidence of
a timbering operation on park property on the rim of Dunloup Creek Gorge. 
Investigation revealed that approximately 75 acres were logged and over 500
trees had been taken, all between 20 and 41 inches in stump diameter. 
Timber haul roads had been constructed through about 7,000 feet of park
property with heavy equipment.  Assessments are being made to determine if
any historic and/or archeological resources in the area were damaged or
destroyed.  The person who logged the area, Richard Lee Bailey of Oak Hill,
West Virginia, was interviewed by rangers and admitted to building the
logging roads in the area and removing the timber for commercial profit. 
Bailey maintains that he had a timber lease on an adjacent property owner's
tract, that he was logging the leased timber, and that he was unaware of any
NPS property in the area.  He has been charged with theft of government
property (18 USC 661), cutting or injuring trees (18 USC 1853), and removal
or transportation of timber (18 USC).  The Forest Service is assisting the
park in efforts to determine the value of the stolen timber and the cost of
restitution.  The U.S. attorney's office has accepted the case and will seek
restitution for the value of the timber, site rehabilitation, boundary
survey costs, timber cruise costs, and any other costs associated with the
investigation.  The park will use recovered funds to set up an environmental
protection account for use on future incidents.  [Rick Brown, DR, NERI, 2/5]

OPERATIONAL NOTES

1) Boots - Needs assessments are now underway for two new boots which are
being considered for inclusion in the Service's uniform program - a
backcountry hiking boot and a trail work boot.  Specifics regarding the
assessments, including evaluation forms, were sent via cc:Mail last Friday
to each park uniform program administrator.  Responses are due by February
24th.  Please see your park administrator for details.  Your thoughts and

2) Correction - On the February 3rd morning report, Guilford Courthouse was
inadvertently placed in South Carolina.  It remains in North Carolina.
