INCIDENTS
93-61 - San Juan (Puerto Rico) - Falling Fatality
On February 6th, 20-year-old H.H.T. of San Juan fell
approximately 100 feet from the top of the fortress' walls onto a city
walkway. He was taken to a local hospital, where he later died. The
incident occurred at an isolated park site, and it is unclear what activity
H.H.T. was involved in when he fell. [Jonathan Schafler, SAJU, 2/11]
93-62 - Lake Mead (Nevada) - Pursuit
Ranger John Black made a traffic stop on a truck being operated in a
reckless manner on Lakeshore Road at 6:30 p.m. on February 5th. The driver,
D.L., 43, of Boulder City, smelled of an alcoholic beverage and
could produce neither driver's license, registration nor insurance
certificate. When Black told him to turn off the truck's ignition, D.L.
instead floored the accelerator, turned off the truck's headlights and fled.
Rangers pursued. The chase culminated in the Hemenway Campground when the
truck was blocked after it pulled into a campsite. D.L. had to be
removed from the vehicle by force and began struggling with rangers.
Although Capstun was used, it appeared to have had no effect on D.L..
He was charged with operating a motor vehicle under the influence of
alcohol, attempting to elude a police officer, and numerous other traffic

93-63 - Denali (Alaska) - Poaching Conviction
In March, 1988, ranger Norm Simons and an Alaska state trooper began a two-
year-long investigation into the illegal killing of two wolves in Denali and
a series of related burglary, trespass and theft incidents which occurred
outside the park. A reward was offered, and information was received which
proved helpful to the case. Five carcasses were recovered outside Denali
and two wolf pelts were seized in San Francisco. Through extensive
forensics work, Simon was able to match two of the pelts with two of the
five carcasses. Charges were subsequently filed in state court against J.G.
of Chugiak, Alaska, for illegal guiding, trespass, burglary, and
illegal possession of wildlife. J.G. was convicted in 1990, but
appealed. J.G., however, had his past to contend with. He was
notorious throughout Alaska Region for burning his plane to keep it from
being seized after a moose poaching incident in Katmai in 1980. A year
later, he was involved in illegally killing a grizzly on the Katmai coast,
was caught and convicted of poaching, and was on probation when the wolf
charges were filed against him. Last month, the Alaska Supreme Court upheld
J.G.'s 1990 conviction and he began serving a three-and-a-half year

93-64 - Delaware Water Gap (New Jersey/Pennsylvania) - Assist; Felony Arrest
On the afternoon of February 10th, ranger Michael Williams spotted a vehicle
traveling northbound on Route 209 that matched the description of a vehicle
wanted by police in Burlington, Vermont. The vehicle was stopped, and the
driver, C.R.H., was arrested without incident and taken to the
Pike County jail pending extradition to Vermont. C.R.H., whose real name
is Carl Holtsclaw, was wanted for nine individual felony counts of
aggravated sexual assault on his juvenile daughter; he is a convicted felon
with an extensive criminal background who has fled prosecution on numerous
occasions in the past. A homemade .22 caliber weapon constructed from a
pipe was found in C.R.H.'s vehicle. Burlington police told rangers that
they were very pleased at the arrest, and that they would have gone anywhere
