INCIDENTS
93-127 - Coulee Dam (Washington) - Assist; Hostage Situation
At 1 a.m. on March 13th, the Stevens County sheriff's department called
rangers in the North District and asked them to assist on a hostage
situation on the Highway 395 bridge that spans Lake Roosevelt at the
northern end of the park. Several hours previously, F.P. had
burglarized his girlfriend's house in Republic, Washington, and abducted his
seven-month-old baby. F.P. eluded Ferry County deputies until he was
finally stopped on the bridge, then threatened to throw the baby into the
lake if officers approached him. Rangers responded with two boats,
positioning them under the bridge in the event that F.P. went through
with his threat. The incident ended at about 4 a.m. when F.P. was
physically removed from his vehicle and arrested. The baby was cold but
otherwise unharmed. F.P. is currently being held on charges of burglary
and violation of a court protective order; charges of kidnapping and eluding

93-128 - Big Bend (Texas) - Visitation Impacts
The park is experiencing the busiest spring break it has ever had. Record-
setting amounts have been collected in entrance fees and cooperating
association book sales, lines of visitors extend outside the Panther
Junction visitor center and restrooms, and all visitor facilities are being
taxed beyond limits. The waste water system at Panther Junction has been
overwhelmed and emergency repairs have been required. Campsites have
remained full throughout the period; over 350 groups camped in overflow
campgrounds each night last week, double the number of established camping
sites. All primitive backcountry walk-in and drive-in campsites have been
full throughout the week. Thirty law enforcement actions occurred over the
weekend before last. The shortage of patrol staff has meant long response
times to visitor assist calls. Rangers are reportedly "moving from one
incident to another, trying to provide temporary resolutions...before moving

93-129 - Cape Cod (Massachusetts) - Apparent Suicide
During the early morning hours of March 19th, a visitor jogging along a
secluded section of beach at Nauset Light in Eastham came upon the body of a
man about 50 years of age. The body had been partially buried in the sand
by the high tide. A .38 caliber revolver was found on top of the body, and
suicide notes were found both on the victim and in an abandoned car. The
cause of death and identification of the body are being investigated by the
state police and county coroner's office. [Bill Hooper, CACO, 3/19]
93-130 - Coulee Dam (Washington) - Apparent Suicide
On March 12th, North District rangers received a visitor report of a body in
the China Bar area of Lake Roosevelt. Investigating rangers discovered the
body of D.P., 42, of Nelson, British Columbia. They checked
with the RCMP and found that D.P. had been reported missing on January
16th and is believed to have been a suicide. His body was turned over to
the RCMP, which is conducting an investigation into his death. [John Scott,
