INCIDENTS
93-135 - Golden Gate (California) - Hang Glider Fatality
On the afternoon of Mary 21st, R.F., 40, of San Francisco, was
preparing to land his hang glider near Stinson Beach when he plummeted about
15 feet to the hard-packed sand at the water's edge and struck the ground
head first. Bystanders were administering CPR when rangers and lifeguards
arrived and took over lifesaving efforts on R.F., who had sustained
significant facial trauma, some of which apparently was caused by his
helmet. As soon as R.F. was immobilized, he was evacuated by a Coast
Guard helicopter which had been nearby on routine patrol. The victim was
pronounced dead at Peninsula Hospital, where it was learned that he was HIV
positive. All rescuers with direct patient contact had gloves on, but there
was significant airborne dispersal of blood, resulting in some direct
contact to the skin and mucous membranes of some EMS personnel. All
personnel with any exposure to R.F.'s body fluids are following either
California OSHA or federal OSHA/DOI bloodborne pathogen exposure protocols.

93-136 - Glen Canyon (Utah) - Sexual Offense
On the afternoon of March 19th, rangers investigated an incident of sexually
offensive and threatening behavior which occurred at the ARA Leisure Service
gift shop at Bullfrog. M.P., a 38-year-old ARA boat repair
supervisor, was attempting to purchase liquor while off duty when he
accosted the female sales person and engaged in unwanted hand-holding and
slaps. When she reported him to her supervisor for sexual harassment,
M.P. returned to the gift shop, threatening her and using vulgar
language. Alcohol was involved. M.P. was arrested and taken by park
aircraft to the Kane County jail, where he was charged with lewdness.

93-137 - Glen Canyon (Utah) - Investigation of Suspicious Incident
An ARA Leisure Service boat pilot reported spotting a vehicle submerged in
about 20 feet of water in Antelope Canyon on March 13th. Coconino County
deputies and rangers, assisted by several other agencies, worked several
days to recover the vehicle, a 1967 International pickup with a 1983 Utah
plate which was registered to G.W of Provo, Utah. When contacted,
Wagstaff indicated that he sold the vehicle to a friend, R.P., ten
years ago. G.W also reported that R.P. has been missing since then.
Investigators have since determined that R.P. has been officially listed as
missing since that time. His family has been noncommunicative, but G.W
says that R.P. is "on the lam." Suspicions have been aroused by certain
aspects regarding the vehicle's submersion in Lake Powell, and an
investigation is underway. No body has yet been found. [Larry Clark, CR,

93-138 - Fort Laramie (Wyoming) - Assist; Shooting Incident
In the early morning hours of March 21st, a gunman randomly shot and killed
two individuals and wounded two others before he was shot and seriously
wounded in the neighboring town of Torrington, Wyoming. Under terms of a
mutual aid agreement, the Goshen County sheriff's office requested
assistance from rangers in providing security for the suspect at a local
hospital. The request was made after it was determined that the sheriff's
office did not have adequate human resources to deal with the situation.
Fort Laramie rangers will be detailed to the sheriff's office as needed for

93-139 - El Malpais (New Mexico) - Flooding
During the evening of March 18th, a storm moving through the area dropped
significant amounts of rain on the park. Normally dry creeks were already
swollen with spring runoff, and the rains put Agua Fria Creek in the
northwest corner of the park into flood stage for the first time since the
park was established. Flood waters flowed into Junction Cave and washed out
the access road to the parking lot for Junction Cave, Bat Cave and El
Calderon. The graveled road is used by visitors and by land owners to

93-140 - Big Bend (Texas) - Reckless Endangerment
Chief ranger Jim Northup and his family were walking down the shoulder of
the main park road on March 7th when a motorist swerved towards them twice,
apparently attempting to scare them. Northup ran a mile to the nearest
telephone to report the incident and found that ranger Wesloh was already
interviewing the driver regarding other complaints. The driver, who doesn't
remember ever seeing Northup and his family, was arrested for DUI and
reckless conduct. [Roger Moder, BIBE, 3/18]
