INCIDENTS

93-151 - Lake Mead (Nevada) - Follow-up on Attempted Homicides

The suspect in the shooting of J.I. and W.I. is now in custody.
The suspect, a citizen of Scotland, had been visiting this country for
several months.  When he missed his airplane flight home, he became
depressed and drove a rental car to Boxcar Cove to commit suicide.  When the
I.s arrived, they interrupted his plans, and he took out his anger by
shooting them.  The man then drove to Barstow, California, where he turned
himself in at that city's police department.  Investigators Blandford and De
Munbrun took his confession on March 30th and were to take him before the
magistrate for arraignment yesterday.  [Bud Inman, LAME, 3/31]

93-154 - Great Smokies (Tennessee/North Carolina) - Follow-up on Search 

On Tuesday, four Blackhawk helicopters and two Tennessee National Guard
helicopters flew the park in the continuing search for 13-year-old B.L.
During the night that followed, helicopters with heat sensing
equipment also attempted to find him.  None met with any success.  Rain fell
on the area yesterday, grounding aircraft.  Ground teams worked nine search
sectors, focusing on high probability areas; three dog teams, each
accompanied by a highly-skilled tracker, were also deployed.  Two more
helicopters have arrived on scene to make a total of eight.  Almost 200
people from about ten agencies are involved in search efforts.  Rain is

93-160 - White Sands (New Mexico) - Visitation Impacts

Spring breaks for southern New Mexico and west Texas schools began March 7th
and will continue through April 9th.  Since the 7th, over 40,000 visitors,
including a very high percentage of high school and college students and
airmen from nearby Holloman AFB, have descended on the park.  The peak day
occurred on March 24th, when an estimated 300 young people from El Paso
arrived for a day of serious drinking.  The park had to request the
assistance of state police, county deputies and Border Patrol agents to
quell a dangerous situation which developed when rangers attempted to
enforce alcohol regulations and investigate a related hit-and-run accident. 
The park's two law enforcement rangers and chief ranger have also issued 56
violations for alcohol-related and traffic violations; investigated a wide
range of incidents, including two firearms incidents, theft of government
property, vandalism and suspicious person; conducted two SAR operations and
two medical evacuations; evacuated over 5,000 visitors from the park during
a missile launch; and assisted White Sands Missile Range in locating and
recovering missile debris.  The park is now gearing up for Easter weekend,
when 25,000 visitors a day normally visit the park, and the "Day in the
Sand" event on April 25th.  [WHSA, 3/29]

93-161 - Assateague Island (Maryland/Virginia) - Poaching Conviction

On March 26th, P.C., 18, of Annapolis, Maryland, plead guilty in
magistrate's court to hunting and weapons violations which occurred in the
park last December.  He was fined $250, ordered to pay $750 to the park's
wildlife protection fund, placed on two years' probation, banned from
hunting for a year, and banned from the park for two years.  P.C. also
forfeited his scoped Mossberg 12 gauge shotgun and his skinning knife. 
P.C. was charged by ranger Robert Sampsell on December 5th when
investigation revealed that P.C. had illegally killed a Sika deer in the
vicinity of the park's Sinepuxent District entrance road.  [Bob Thomas, DR,
