INCIDENTS

93-232 - Appalachian Trail (Pennsylvania/Maryland/West Virginia) - Search

A search is underway for a 15-year-old boy who is believed to be on the
Appalachian Trail and under the control of an adult who is a known sex
offender.  The pair was last seen in Waynesboro, Pennsylvania, on May 2nd or
3rd and are thought to be hiking the trail southbound towards Harpers Ferry. 
The boy, S.L., has been missing from his home in Lebanon,
Pennsylvania, since April 25th.  He left town for a Grateful Dead concert on
that date with several other youths and 50-year-old man known as "Uncle Ed";
the other youths returned home, but reported that S.L. had remained with
U.E., and that Uncle Ed may have sexually molested him.  U.E., whose
actual name is E.I. (spelling of last name uncertain), is a drifter
who has a long history of child molestation and employs drugs to keep his
victims under passive control at all times.  He is also said to be a
Satanist and a member of the Rainbow Family.  Several boys who've taken
hikes with him have never been seen again.  E.I. is very tall (6'1" to
6'4") and heavy (240 to 260 pounds), has a black and gray beard, wears his
hair in a pony tail or keeps it under a cap or bandanna, wears glasses, and
carries an old backpack that may be of a military style.  S.L. is 5'10"
tall, weighs from 130 to 140 pounds, and has a fair complexion with blond
hair and blue eyes.  Yesterday, ATC staffers and volunteers, including off-
duty Harpers Ferry ranger Bruce Hassen, searched Maryland sections of the AT
from Route 16 in Pennsylvania all the way to Harpers Ferry but found
nothing.  Hiking was very difficult in northern Maryland due to extremely
heavy storm damage and blowdowns.  Two volunteers contacted a park worker
who is a retired policeman along the trail in Pen Mar, Pennsylvania; he
reported contacting a suspicious person matching the description of E.I.
around 11 a.m. on May 5th.  The person was alone at the time.  Recent
information indicates that E.I. may be heading to Harpers Ferry to pick up
a package, and that he may be planning to follow the AT south, then branch
off into Kentucky to attend a coming gathering of the Rainbow Family in
Cumberland National Forest.  Searchers have also learned that E.I. does not
hike long distances, but instead hitchhikes from place to place, then uses
AT lands and shelters (and other park lands) to camp at night.  Although
there are no known active warrants against him at this time, Lebanon,
Pennsylvania, police will obtain an arrest warrant and request extradition

93-233 - National Capital Parks (District of Columbia) - Car Clout Arrests

On the evening of April 30th, Park Police officers executed a search warrant
in northwest Washington and discovered numerous items that had been reported
stolen from vehicles parked at several NPS-administered monuments and
memorials in D.C. and from Maryland and Virginia suburbs.  Although the
investigation is still underway, it appears that the recovery of these items
will lead to the closure of approximately 20 auto theft cases.
J.G., 41, was arrested on charges of receiving stolen property.  [Lt.

93-234 - Valley Forge (Pennsylvania) - Sex Offense Arrest

On the afternoon of May 2nd, a man employed his vehicle to cut off the path
of a woman who was walking along Outerline Drive, then exposed and abused
himself in her presence.  The incident was not reported until May 3rd, at
which time an investigation was begun and a description of the suspect and
his vehicle was broadcast to neighboring counties.  Police in Uwchlan
Township subsequently spotted a vehicle that matched the description.  The
driver of the vehicle, M.S., had a prior history of sex offenses;
when interviewed by rangers Terry McDaniel and Mike Hetrick, he admitted
exposing himself to the woman.  He was charged with open lewdness and
disorderly conduct.  Excellent information from the victim and close
cooperation with police made quick closure of the case possible.  [Scott

RESOURCE MANAGEMENT

Sleeping Bear Dunes (Michigan) - Oil Contamination Clean-up

On May 4th, a contractor began cleaning soil at a site within the park which
had been contaminated with gasoline and heating oil.  The site, known as
Casey's Canoe Livery, was once a combination gas station, party store and
canoe livery, and was acquired through the land acquisition program.  The
process used to treat the soil is known as thermal desorption, and involves
heating the contaminated soil in a rotary dryer to temperatures ranging from
600 to 900 degrees F.  The contaminants are driven from the soil and further
treated in an afterburner, resulting in 95% to 99% destruction.  This
process allows soils to be reused at the site and eliminates hauling
contaminated soils to a landfill for disposal.  Contaminated ground water at
the site is currently being filtered through activated carbon before being
discharged into the Platte River, which is adjacent to the site.  Treating
the contaminated soil is expected to considerably shorten the ground water
cleaning process.  It's anticipated that about 2200 cubic yards of soil will
be treated on site, and that the project will take up to two weeks to
