1) Message from Director Kennedy - The following message from Director
Kennedy is to be made available to all employees.  Please distribute it as
widely as possible:

"The Vail Agenda conveys the hopes of employees and others for a stronger,
more vibrant National Park Service.  It is a mandate for action which I
adopt as my own.  As reported in the June special issue of the Courier and
my July 30 all-employees memorandum, the Vail Agenda is the foundation upon
which we will build our program of change.  I will act on its
recommendations with every force at my command.  
    
"Activities are underway Servicewide to address the concerns raised in the
Vail report.  Some have progressed significantly, others are just getting
started.  All are important to the extent they encourage organizational
reform and renewal.  Our task is to focus and invigorate this effort.  I
asked Maria Burks (FRSP) to construct and coordinate a new approach.  

"We have created a Vail Office in WASO to guide in the execution of the
report.  It is being staffed with a Special Assistant to the Director, a
program analyst, and a secretary (all positions have been announced).  A
workplan to guide our actions over the next year is approved.   We issued a
call Servicewide for reports on reform actions underway.   We created four
teams: Resource Stewardship, Education, Partnerships, and Careers. 
Employees from across the agency will be asked to serve.  The teams will
develop a new program of action which identifies priorities and concentrates
resources on critical areas demanding reform.  The Vail Office will
coordinate the work of all four teams.

"I stated in June that we are charged as an organization to insure dignified
careers for our people.  The careers working group, known as the Careers
Council, was directed to prepare a comprehensive human resources development
strategy.  The Council had its organizing conference the first week of
October (a summary of the Council's actions to date will follow next week).  
      
"Our cause as an organization is noble: we preserve places that define our
character, experience, and values as a nation.  It is a moral purposes,
enriching our lives and advancing the common good.  Though highly regarded,
our mission is severely tested by broad demographic and economic changes in
society and internal constraints arising from restricted budgets. 
"The Vail Agenda declares an urgent need to confront these challenges
proactively.  It is our collective responsibility to address these
challenges and to ensure a vibrant future for the Service."
