INCIDENTS
93-779 - North Cascades (Washington) - Poaching Arrests
Five people were arrested on the night of October 23rd in an interagency
anti-poaching operation conducted along the Highway 20 corridor in Ross
Lake. Rangers and officers set up two remote control deer decoys at
different locations along the highway and arrested the five individuals on
charges of hunting with the aid of artificial light, shooting from the
roadway, and transport of a loaded firearm in a vehicle. Five weapons were
seized with an estimated worth of nearly $4,000. The individuals involved
face fines that could collectively exceed $5,000. Joining North Cascades
rangers in the operation were officers from the Washington Game and Fish
Department, the Forest Service and Watcom County. The operation received
media coverage from a Seattle television station. Footage shot during the
operation will appear in a news special on wildlife poaching sometime in

93-780 - Joshua Tree (California) - MVA with Fatality
C.C., 33, was heading northbound on Route 12 near Pinto Wye
just before midnight on October 22nd when he lost control of his motorcycle.
Although C.C. was able to stay on the bike, his passenger, B.E.,
44, fell off and was killed. C.C. was arrested for driving under the
influence; additional charges may be filed against him. [Todd Swain, CI,

3) ANALYSIS - Initial attack and escaped fire activity increased yesterday
in the Northwest. A number of airtankers were accordingly dispatched to
that area. Increased fire activity was also reported in California; several
fires in the southern part of the state escaped initial attack efforts.
4) PROGNOSIS - Red flag warnings are in effect for low humidity and strong
north to east winds in much of central and southern California. A red flag
watch also remains in effect for low humidity and gusty winds in northern
inland valleys. Initial attack and possible large fires are expected to
continue in California due to these conditions. Decreasing winds in
southwest Oregon should help in containment efforts on fires in that area.
