INCIDENTS
93-743 - Canaveral (Florida) - Follow-up on Public Nudity Prosecutions
On October 26th, the U.S. attorney's office and counsel representing G.B.
and seven others charged with nudity in the park agreed to
stipulations concerning most of the facts of the case - the presence of the
defendant in the nude in the park, the jurisdiction of the NPS, and the
existence of a substantial public information effort in advance of the
enforcement of Florida nudity prohibitions assimilated by the park under
newly granted concurrent jurisdiction. The defense moved to dismiss the
nudity charges on the grounds that both sides stipulated that the defendant
did not engage in any lewd or lascivious conduct. The U.S. magistrate set a
November 9th deadline for the government to submit a brief on the legal
issues at stake. The park expects a decision before the next set of trials,
which are scheduled to begin on November 23rd. The U.S. attorney's office
also filed a motion to stay all further proceedings for all other defendants
currently awaiting initial appearance and anyone charged in the future until
the expected appellate review on the legal issues at stake has taken place.

93-781 - Independence (Pennsylvania) - Employee Death
Luther White, a painter in the maintenance division who'd been an employee
at Independence since 1976, died suddenly while at home on October 22nd.
Services were to be held yesterday. No further details are available.

3) FIRE NARRATIVES -
One of the approximately 30 large fires currently burning in southern
California - the Green Meadow Fire - is within the boundaries of Santa
Monica Mountains NRA and a second - the Box Canyon Fire - is close to park
boundaries. All park lands have accordingly been closed, and all park
employees and visitors have been evacuated from the west end of the park.
Winds have been gusting up to 60 mph, and flame heights of 40 to 60 feet
have been recorded.
The Green Meadow Fire has now burned approximately 25,000 acres - 1,600
within the park - and has reached the Pacific Ocean. All park-owned lands
at Rancho Sierra Vista and Satwiwa burned, but no structures were lost.
Other NPS lands burned in the Serrano Valley also burned, and the fire there
is threatening the Circle X Ranch. About 800 people have been committed to
the fire and another ten crew strike teams are on order. A large but
unknown number of engines, bulldozers, helicopters, airtankers, water
tenders and other equipment have also been committed. A Ventura County
engine was overrun in Deer Creek, but no injuries were reported.
The Box Canyon Fire is burning northeast of Cheseboro Canyon, but has not
yet burned into the park.
4) ANALYSIS - Santa Ana winds, coupled with hot and dry conditions, caused
explosive fire behavior in southern California. Up to 500 homes have burned
to date. Mobilized resources include 19 airtankers, six MAFFS, four lead
planes, six Type I and nine Type II helicopters, and miscellaneous support
units.
5) PROGNOSIS - No red flag conditions are forecast for today. Surface high
pressure over the Great Basin will weaken as a cold front moves into the
northern Rockies. This will relax the pressure gradients over southern
California and cause Santa Ana winds to diminish to 10 to 20 mph. Fire
activity should therefore moderate somewhat. Northern California will be
mostly sunny but not quite as warm; initial attack activity is expected to
continue. Cooler temperatures and higher humidity should moderate fire
activity in southern Oregon.
