INCIDENTS
93-566 - Jefferson National Expansion (Missouri) - Follow-up on Homicide
On October 28th, a grand jury indicted R.C. for the murder of A.K.
in the park's garage on the night of August 5th. An affidavit was also
sworn out for arrest warrants for H.C. and M.S. for their
roles in the killing of A.K. in the commission of an armed robbery. Both
the indictment and warrants were issued against 18 USC Sections 2, 7 (3),
and 1111. The U.S. attorney will coordinate the prosecution and file the
appropriate writs to have all three suspects transported to federal custody
pending the adjudication of any and all existing Missouri state criminal

93-789 - Statue of Liberty (New York) - Oil Spill
Approximately 1,000 gallons of number two fuel oil were discharged from a
fuel oil tank in the base of the monument into New York Harbor yesterday
morning. The spill was apparently caused by a faulty automatic shut-off
valve on the tank. About an acre of soil was soaked with oil, and a 100 by
20 foot sheen was visible on harbor waters near Liberty Island. A spill
remediation contractor has since arrived on scene. Work is being conducted
under the direction of OSHA-trained park emergency spill responders. [Hank

93-790 - Lake Mead (Nevada) - Significant Visitor Injury
Actor J.-M.V. underwent surgery on October 24th after a dog bit
off a thumb-sized part of his lip following a boat race on the lake. The
incident occurred during a dockside victory celebration after J.-M.V. won a
Pacific Offshore Powerboat Racing Association race. J.-M.V. reached down to
pet a Rottweiler that was there with its owners. The owners warned J.-M.V.
not to touch the dog; when he continued to do so, the dog nipped at him and
took off part of his lip. The dog was taken by rangers to a Boulder animal
shelter, then released to its owners the following day. [St. Louis Post

3) FIRE NARRATIVES -
Fires continue to burn in and near units of Santa Monica Mountains.
Although threats to facilities appear minimal at present, closures remain in
effect and some areas have been evacuated.
* Greenmeadow Fire - As of late yesterday, fire lines were holding despite
the 40 mph winds, low relative humidity, and temperatures in the 80s that
spurred other fires currently burning in the area. Another thousand or so
firefighters were committed to this fire yesterday to assure it did not
escape containment.
* Topanga Fire - The fire burned across park lands at Saddle Peak and
Stunt Ranch. No buildings were lost at either location. Stock were
evacuated from the Diamond X field operations center.
4) ANALYSIS - Santa Ana winds caused extreme fire behavior in southern
California yesterday. Three new fires have been reported and activity has
increased on the Greenmeadow Fire. Numerous residences were threatened and
many were destroyed. Additional airtankers, Type I and Type II helicopters,
communications equipment and overhead staff have been dispatched to southern
California.
5) PROGNOSIS - A red flag warning has been issued this morning for strong
north to east winds in central California. The potential for fire activity
in that area will remain high because of warm weather with low humidity and
strong winds. Red flag watches and warnings remain in effect in southern
California for low humidity and Santa Ana winds of 15 to 35 mph. Winds will
gradually diminish to 5 to 15 mph over most areas by this evening. Sunny
and warm weather and low humidity will continue, as will the potential for
escaped initial attack and large fires.
