INCIDENTS

93-809 - Carlsbad Cavern (New Mexico) - Bomb Threat

The park concessioner received a bomb threat early on the afternoon of
November 19th.  The park was closed, the cave was evacuated and dog teams
were brought in to search for explosives.  No further information is

93-810 - Great Smokies (Tennessee/North Carolina) - Felony Vandalism

On the evening of October 30th, a ranger transported a suspected intoxicated
driver to the Sevier county jail for a breathalizer test.  He parked his
1992 Crown Victoria patrol vehicle inside the Sallyport, a brick enclosure
with steel entrance and exit doors where prisoners are unloaded or loaded. 
While inside the jail, the ranger heard a commotion outside; when he
returned to the Sallyport, he discovered that his patrol vehicle was no
longer there, but that its blue overhead lights were lying on the floor.  He
subsequently found his vehicle about 150 feet beyond the exit door with an
older model Mercury resting against its rear.  Damage to both vehicles was
extensive.  Investigation revealed that G.M., the driver of the
Mercury, had driven through the closed Sallyport and pushed the Crown
Victoria out the exit.  G.M. was charged with driving under the influence,
driving on a revoked license, felony vandalism, and reckless endangerment. 
The Crown Victoria, which had about 25,000 miles on it, sustained from
$6,000 to $7,000 in damage.  [CRO, GRSM, 11/19]

93-811 - Fossil Butte (Wyoming) - Larceny; Attempted Burglary

Following several failed attempts to pry open exterior deadbolt door locks
and windows, burglars finally broke a visitor center window and entered the
building at 2:45 a.m. on Sunday, November 7th.  Motion sensors within the
building activated strobe lights and sirens, which apparently scared away
the thieves before park and county law enforcement officers could arrive. 
Three portable radios, two chargers with spare batteries and two holsters
were found to be missing.  In playing back the automatic park radio
recorder, investigators learned that the two individuals had used park
frequency radios before their entry into the building.  Their radio traffic
before and after the alarm clearly documented the failed attempt to steal
anything else from the building.  The radios were apparently taken from the
park library during visitor hours the previous day when only one employee
was working in the visitor center.  [FOBU, 11/19]

Cosponsored by Oglebay Department of Continuing Education and
the National Association of RV Parks and Campgrounds.  This is a
recent addition to the offerings of the resource management
schools at Oglebay.  The course was designed by government and
private sector campground managers/trainers as an opportunity
for current managers and operators to meet and learn from a
sharing of mutual experiences and concerns.  For brochure and

1/24-28* -- "Managing the NEPA Process and Writing Effective Environmental
Documents", Denver, CO.  The second in a series of three courses
